Objectives

The primary objective of this tender is to establish a panel of contractors (Grade 1GB to 2GB, Cluster A) for the Independent Development Trust's (IDT) Contractor Development Programme (CDP). The programme aims to build and enhance the capacity of emerging contractors, particularly those from previously disadvantaged groups, through theoretical training, practical infrastructure development, and mentorship. The ultimate goal is to enable lower-graded contractors to acquire the necessary competencies, experience, track record, and financial capacity to upgrade within the construction industry over a three-year period.

Scope

The scope includes:

• Recruitment of emerging contractors from previously disadvantaged backgrounds.
• Facilitation of theoretical training and practical infrastructure development mentorship.
• Construction projects aligned with the programme's objectives, with opportunities for selected contractors to exit the programme upon meeting set criteria.
• Participation in infrastructure projects over a three-year period on an "as and when" basis.
• Assessment and verification of contractor capacity, including compliance with administrative and technical requirements.

Technical Requirements

The technical requirements include:

• Valid CIDB registration.
• Proof of good standing with relevant authorities (e.g., COIDA certificate).
• Full CSD report and company registration documents.
• Certified copies of IDs of company directors.
• Tax compliance certificate or SARS tax clearance letter.
• Submission of relevant qualifications, CVs, and project experience demonstrating capacity in construction projects.
• Proof of local residence within the Northern Cape province (e.g., municipal bill or lease agreement).
• Affidavits for nominated members committed to the programme.
• Declaration of interest and compliance with administrative requirements.

Skills Requirements

The skills requirements focus on:

• Relevant qualifications in the built environment for company employees and nominated members.
• Experience in construction projects, including project descriptions, values, and completion letters.
• Demonstrated capacity through CVs and project track records.
• Ability to commit to the programme and undertake full participation, as evidenced by affidavits and nominations.
• Disability, youth, and women participation, with supporting documentation such as medical certificates and proof of disability.
