Objectives

The primary objectives of the tender are to procure an Enterprise Data Management and Governance (EDMG) solution that will enable CIPC to:

• Implement a hybrid EDMG system combining commercial off-the-shelf (COTS) software with cloud capabilities to manage data assets throughout their lifecycle.
• Enhance data quality, accessibility, and regulatory compliance across the organization.
• Foster a data-driven culture by providing trusted, secure, and discoverable data to authorized users.
• Support ongoing maintenance and support to ensure the solution remains secure, current, and aligned with organizational needs.

Scope

The scope encompasses the full lifecycle of implementing and supporting an EDMG solution, including:

• Configuration and deployment of a hybrid EDMG platform integrating various data sources (relational databases, BI environments, cloud platforms, spatial apps).
• Development of data cataloging, lineage, quality profiling, master data management, and governance workflows.
• Automated metadata extraction, data profiling, impact analysis, and sensitive data detection leveraging ML/AI/NLP.
• Implementation of data security, compliance monitoring, version control, and collaboration workflows.
• Provision of support services, training, and documentation to ensure sustainable operation.

Technical Requirements

The solution must meet the following technical specifications:

• Connectivity & Integration: Seamless integration with diverse data sources supporting real-time and batch processing.
• Scalability & Performance: Capable of handling large volumes (over 1 million objects) with high performance and minimal impact on source systems.
• Security & Compliance: Data encryption (at rest and in transit), access controls, audit logging, and compliance with SOC 2, ISO standards, and CIPC policies.
• Metadata & Cataloging: Automated cataloging with search, lineage, impact analysis, and semantic layering.
• Data Quality & Master Data Management: Automated profiling, scoring, cleansing, matching, linking, and maintaining a "golden record."
• Data Governance & Workflow: Automated workflows for data validation, sensitive data detection, policy enforcement, and collaboration.
• Lineage & Impact Analysis: Native, interactive, drillable data lineage from source to report, including transformation tracking.
• Monitoring & Reporting: Real-time audit, security monitoring, SLA adherence, and analytics capabilities.
• Hosting & Configurability: Support for cloud, on-premises, or hybrid deployment with flexible configuration options.

Skills and Skills Requirements

The tender specifies that the successful bidder must demonstrate:

• Experience & Knowledge: Proven track record in implementing enterprise data management and governance solutions, especially in government or similar large-scale environments.
• Technical Expertise: Skilled personnel with relevant certifications (e.g., OEM certifications, project management such as PMP, DAMA-DMBOK, CDPSE), experienced in data cataloging, lineage, data quality, MDM, and security.
• Resource Qualifications: Adequate staffing with CVs, including project managers, data architects, developers, data stewards, and support staff, all with relevant expertise.
• Project Management & Support: Ability to deliver on time, within scope, and within budget, using industry best practices and tools, with capacity for training and knowledge transfer.
• Security & Confidentiality: Personnel must undergo security screening, and the team must adhere to confidentiality and data protection standards.
• Support & Maintenance: Ability to provide SLAs, support models, and ongoing enhancement services, including incident management, SLA adherence, and regular reporting.
