Objectives

The primary objective of this tender is to procure a qualified service provider to supply, install, decommission, and maintain an integrated CCTV camera system across the CIPC offices and Self Service Centres. The system aims to enhance security through comprehensive surveillance, access control, intrusion detection, and building management, with a focus on system integration, ongoing maintenance, and personnel training.

Scope

The scope encompasses:

• Supply, installation, and commissioning of CCTV IP cameras, access control, intruder detection, intercom, and building management systems at multiple locations (Pretoria HQ, Johannesburg, Cape Town SSCs).
• Decommissioning of existing CCTV systems, including removal of cabling, DVRs/NVRs, and related hardware.
• Design and setup of a new fully functional security control room with monitors, servers, and control equipment.
• Integration of all subsystems into a single open platform (PSIM) ensuring full control and fault diagnostics.
• Supply of all necessary head-end equipment, licenses, and software platforms.
• Regular preventive maintenance, fault repairs, and system upgrades over a 5-year contract period.
• Training of CIPC personnel on system operation and maintenance.

Technical Requirements

The technical specifications include:

• High-resolution IP cameras (minimum 5 MP outdoor multi-directional, mini domes, PTZs) with night vision, motion detection, tampering alarms, and appropriate mounting stands.
• Intruder alarm systems covering all office areas, with break glass and passive IR sensors.
• Biometric access control systems with fingerprint readers, door locks, and capacity for data storage.
• Security control room equipped with multiple 55-inch high-resolution monitors, DVR/NVR storage for at least 90 days, and network infrastructure including routers, switches, and power backup (UPS).
• Integration of subsystems into a PSIM platform, enabling centralized control, event logging, fault diagnostics, and zone management via a graphical user interface (GUI).
• Provision for remote access, system configuration, and fault management.
• Compliance with occupational health and safety standards, confidentiality, and data integrity requirements.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in large-scale CCTV and integrated security system deployment within similar organizational environments.
• Qualified personnel including certified engineers (ECSA registered), security specialists, and trained technicians.
• Capacity to decommission existing systems and install new hardware adhering to manufacturer specifications and best practices.
• Expertise in system integration, software configuration, fault diagnostics, and remote management.
• Ability to provide comprehensive training and documentation to CIPC staff for system operation and maintenance.
• Compliance with health, safety, confidentiality, and legal standards, including security screening of personnel.
