Objectives

The primary objective of this tender is to appoint a suitable Service Provider capable of delivering comprehensive cleaning, hygiene, pest control, and fumigation services for the Department of Land Reform and Rural Development, specifically at the Regional Land Claims Commissioner Office in Durban, KwaZulu-Natal. The services are to be provided over a period of thirty-six (36) months to ensure a clean, hygienic, and pest-free environment conducive to departmental operations.

Scope

The scope of work includes:

• Provision of cleaning services for approximately two floors (3rd and 4th), including offices, kitchens, boardrooms, passages, and other designated areas.
• Cleaning of surfaces, floors, windows, curtains, blinds, and furniture on a daily, weekly, and quarterly basis as specified.
• Waste management, including waste bin cleaning, refilling liners, and waste disposal in compliance with environmental standards.
• Supply and maintenance of hygiene facilities such as hand wash basins, liquid soap dispensers, paper towel dispensers, and related accessories.
• Regular pest control and fumigation services for all indoor and surrounding areas, scheduled quarterly.
• Deep cleaning of carpets and upholstery quarterly.
• Provision of all cleaning materials, equipment, PPE, and protective clothing necessary for service delivery.
• Adherence to occupational health and safety standards, including staff training and supervision.

Technical Requirements

The technical requirements encompass:

• Use of cleaning products and equipment that meet South African National Standards (SANS) and Occupational Health and Safety Act regulations.
• Provision of functional, high-quality cleaning machinery and supplies, including vacuum cleaners, scrubbers, detergents, and disinfectants.
• Implementation of pest control measures by accredited and registered pest control operators, with proper certification.
• Installation and maintenance of lockable dispensers for soap and towels, with regular replenishment.
• Compliance with environmental and waste disposal regulations, including sanitary waste management.
• Provision of PPE and protective clothing for all cleaning staff, with clear identification (e.g., uniforms with logos).
• Development and implementation of a methodology and work schedule, including contingency and emergency response plans.
• Monthly reporting on service delivery, staff deployment, and compliance.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing cleaning, hygiene, pest control, and fumigation services, with references for similar projects (minimum 2-4 years preferred).
• Qualified supervisory staff with over 3-4 years of relevant experience in cleaning and hygiene management.
• Certified personnel with relevant first aid and health and safety training certificates.
• Ability to supply and operate professional cleaning equipment and environmentally compliant products.
• Knowledge of occupational health and safety regulations, including PPE standards and waste management protocols.
• Capacity to develop and adhere to detailed work methodologies, schedules, and contingency plans.
• Proven track record of compliance with legal, environmental, and safety standards in similar service contracts.
