Objectives

The primary objective of this tender is to appoint a Service Provider to perform civil engineering work for the repair and refurbishment of the Vredefort Magistrate's Office. The project aims to address structural, civil, electrical, mechanical defects, and upgrade facilities to meet current standards, including accessibility and security enhancements.

Scope

The scope encompasses a comprehensive range of civil engineering services for a multi-disciplinary project involving:

• Preliminary investigations, feasibility studies, and assessments
• Design development including concept, preliminary, and detailed design
• Preparation of documentation for procurement and construction
• Construction monitoring and contract administration
• Close-out activities including final accounts and documentation
• Services related to targeted procurement and compliance with environmental and safety legislation

The project involves repair and refurbishment of a one-storey Magistrate's Office, including structural repairs, roofing, flooring, windows, doors, sanitaryware, electrical systems, fencing, civil infrastructure, air-conditioning, and facilities for disabled persons.

Technical Requirements

• Provision of professional civil engineering services aligned with the 2023 NDPW Scope of Engineering Services and Tariff of Fees
• Design and documentation compliant with local legislation, standards, and environmental regulations
• Preparation of reports at each project stage: inception, preliminary design, detailed design, documentation, contract administration, and close-out
• Coordination with other disciplines (electrical, mechanical, structural, environmental)
• Implementation of labour-intensive construction methods where applicable, in accordance with EPWP guidelines
• Adherence to safety, environmental, and legislative standards including Occupational Health and Safety Act, environmental legislation, and local building regulations
• Provision of construction monitoring staff and site supervision as per project requirements
• Use of compatible software for project programming and documentation

Skills and Competency Requirements

• Registered professional civil engineer or civil engineering technologist registered with the Engineering Council of South Africa (ECSA)
• Demonstrated experience in similar repair and refurbishment projects, especially within government or municipal infrastructure
• Proven capability in managing multidisciplinary engineering projects from inception to close-out
• Ability to prepare comprehensive reports, technical drawings, and specifications
• Experience in construction supervision, contract administration, and project management
• Knowledge of environmental management, safety legislation, and targeted procurement processes
• Capacity to implement labour-intensive construction methods in line with EPWP requirements
• Competence in coordinating with other service providers, authorities, and stakeholders
• Proficiency in project programming software and documentation tools
• Ability to ensure compliance with all relevant legislation, standards, and safety protocols throughout all project phases
