Objectives

The primary objectives of this tender are to:

• Enhance public health surveillance capacity at ports of entry.
• Improve operational efficiency at Ports of Entry (PoE) through automated screening and technological support.
• Ensure compliance with international health regulations and standards.
• Supply, install, and maintain walk-through thermal scanners for health monitoring.
• Support sustainable operation via training, support, and maintenance services.

Scope

The scope of work includes:

• Provision of two walk-through thermal scanners with real-time, contactless temperature detection capabilities.
• Installation of scanners at designated PoEs, ensuring compliance with safety and regulatory standards.
• Calibration, configuration, and integration of scanners with existing infrastructure.
• Training of personnel for operational and technical management.
• Provision of ongoing maintenance, support, and spare parts for a minimum of 3 years post-installation.
• Delivery, installation, commissioning, and handover of fully operational systems.
• Provision of detailed project reports, documentation, and system manuals.

Technical Requirements

The technical specifications for the thermal scanners include:

• Infrared thermal imaging sensors with a resolution of 320 x 240 pixels.
• Sensor type: Vanadium oxide uncooled sensor.
• Temperature measurement range: 30°C to 45°C with an accuracy of ±2°C (with blackbody calibration).
• Response time: ≤0.2 seconds per person.
• Field of View: 50° × 37.2°.
• Measurement distance: Minimum 0.5m with tolerance ±0.1m.
• Face detection and multi-person detection capabilities using deep learning algorithms.
• Alarm system triggered when temperature exceeds set thresholds, with configurable tones and indicators.
• Integrated visible light and thermal imaging with overlay support.
• Display: 10-15 inch HD touchscreen interface.
• Connectivity: USB, HDMI, RJ45, Wi-Fi, 4G/5G (optional), Bluetooth.
• Data storage: Internal storage of at least 1TB, exportable formats include CSV, Excel, JPG, MP4, PDF.
• Environmental resilience: IP66 for turret cameras, IP53 for detectors; operational in temperatures from -10°C to 55°C.
• Power: 100-240V AC, with UPS or external backup for up to 2 hours.
• Compliance with IEC standards (IEC 60601-1-2, IEC 80601-2-59:2017) and ISO 9001:2015 quality standards.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Experience in supply, installation, and maintenance of thermal imaging and health screening systems, with at least two (2) successfully completed projects in the last five years.
• Capability to provide technical support, calibration, and system integration aligned with existing infrastructure.
• Qualified project management team with CVs and references, including a Project Manager with at least 10 years’ experience.
• Technical team with relevant expertise in thermal imaging technology, system configuration, and cybersecurity compliance.
• Ability to deliver comprehensive training and documentation for end-users and technical staff.
• Proven ability to meet project timelines (3-4 months for delivery, installation, and commissioning).
• Capability to provide ongoing maintenance, support, and spare parts inventory for at least three years post-installation.
• Compliance with international safety, environmental, and cybersecurity standards.
