Objectives

The primary objective of this tender is to upgrade and improve accessibility for persons with disabilities at the Jan Kempdorp Ammunition Depot, including the construction and renovation of facilities such as walkways, ramps, parking bays, and associated infrastructure, in compliance with relevant safety, health, and accessibility standards.

Scope

The scope encompasses a comprehensive range of civil, building, and infrastructural works, including:

• Demolition of existing walls and structures
• Construction of new walls, walkways, ramps, and associated foundations
• Installation of paving, tiles, and finishes
• Provision of parking bays, including disabled parking and associated carports
• Installation of steel structures, roofing, and cladding
• Electrical and plumbing works related to accessibility features
• Provision of signage, safety markings, and related facilities for persons with disabilities
• Site clearance, earthworks, and landscaping as required

Technical Requirements

The technical requirements include adherence to:

• Department of Public Works standards and specifications
• JBCC (Joint Building Contracts Committee) 2000 Principal Building Agreement (Edition 6.2, May 2018)
• Construction Regulations, 2014, and Occupational Health & Safety Act, 1993
• Specific accessibility standards for disabled persons facilities
• Environmental and safety regulations, including hazard management and risk assessments
• Quality standards for materials, workmanship, and finishes
• Labour-intensive construction practices where applicable, with emphasis on local employment and skills development

Skills and Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Project Management & Technical Skills: Proven experience in managing similar civil and building projects, with a minimum of 3-5 completed projects of comparable scope and complexity.
• Technical Expertise: Skilled personnel including qualified engineers, architects, quantity surveyors, and site supervisors with relevant registration and experience.
• Health & Safety Competence: Demonstrated ability to develop and implement comprehensive health and safety plans, with appointed competent persons for safety management, risk assessments, and emergency procedures.
• Labour Skills: Ability to employ and manage skilled, semi-skilled, and unskilled workers, with a focus on local employment, training, and development, including adherence to EPWP (Expanded Public Works Programme) requirements.
• Environmental and Quality Control: Capacity to ensure environmental compliance, waste management, and quality assurance throughout the project lifecycle.
• Experience in Accessibility Works: Specific experience in constructing facilities for persons with disabilities, including ramps, signage, tactile indicators, and related infrastructure.
• Financial & Administrative Skills: Demonstrated financial stability, with proof of good standing, relevant insurance coverages, and capacity to meet project deadlines and budget constraints.

Additional Requirements

• Completion of all mandatory forms, disclosures, and compliance documentation as specified in the bidding documents.
• Participation in compulsory site meetings and adherence to safety, environmental, and quality standards.
• Provision of detailed project management plans, methodology, and programme schedules.
• Demonstration of capacity to deliver within the stipulated timeframes and quality standards, including the appointment of qualified professionals and appointed competent persons for safety and technical oversight.
