Objectives

The primary objective of this tender is to establish a Joint Monitoring Team (JMT) to oversee and support the design, construction, and installation of perimeter fences at Cape Town International Airport. Specifically, the project aims to replace the existing National Key Point (NKP) steel palisade fence with a pre-cast concrete fence, install a new NKP fence to protect the airside boundary, and develop a land protection perimeter fence to prevent unlawful land invasions. The overarching goal is to enhance security, prevent unlawful interference, and support airport expansion plans by establishing clear demarcations and security landmarks.

Scope

The scope of work involves:

• Phase 1: Installation of a National Key Point compliant fence along the airside boundary, including a patrol road, perimeter lighting, tamper-proof measures, and solid steel gates. This phase also includes investigating and upgrading the current fence with barbed wire and CCTV systems.
• Phase 2: Construction of an external fence around ACSA land to prevent land invasions, including palisade fencing, patrol roads, and electrical high mast lighting.
• Support in designing a land protection fence to address ongoing land invasions.
• Monitoring and oversight of the entire project through the JMT, ensuring compliance with technical, environmental, and safety standards.

Technical Requirements

The technical specifications include:

• Construction of a pre-cast concrete perimeter fence with integrated patrol roads, lighting, and security features.
• Installation of a tamper-proof perimeter intrusion detection system and CCTV.
• Design and construction of a palisade fence with patrol roads and high mast lighting for external land protection.
• Level 3 construction monitoring as per guidelines, including review of construction documentation and supervision of the design-build contractor.
• Nomination of Package Managers for each discipline (civil, structural, electrical, project management, QS, safety, environmental) to ensure quality, schedule, and risk management.

Skills Requirements

The tender emphasizes the need for multidisciplinary expertise, with specific skills including:

• Project Management: Proven experience in managing large-scale built environment projects (minimum R50 million project value), with registered professional project managers (SACPCMP Pr. CPM).
• Architectural Services: Experience in architectural design and project delivery for infrastructure projects valued above R50 million, with registered architects (SACAP Pr. Arch).
• Quantity Surveying: Experience in cost management for projects above R50 million, with registered Quantity Surveyors (SACQSP Pr. QS).
• Civil Engineering: Proven experience in infrastructure projects with registered civil engineers (ECSA Pr. Eng/Pr. Tech).
• Structural Engineering: Experience in structural design and supervision, with registered structural engineers (ECSA Pr. Eng/Pr. Tech).
• Electrical and Electronic/IT Engineering: Experience in electrical and IT infrastructure projects above R20 million and R10 million respectively, with registered engineers (ECSA Pr. Eng/Pr. Tech).
• Construction Health & Safety: Proven experience and registration of safety agents (SACPCMP Pr. CHSA) with a minimum of R10 million project experience.
• Environmental Control: Experience in environmental management and monitoring (SACNASP registered), for projects above R10 million.

All professionals must provide proof of registration and relevant project experience, with a minimum of four completed projects valued above R50 million (or R20 million for electrical projects). The team must nominate Package Managers responsible for each discipline, ensuring effective coordination, quality assurance, and risk management throughout the project lifecycle.
