Objectives

The primary objective of this tender is to secure a service provider for the provisioning, installation, maintenance, and management of cleaning and hygiene services at Kakamas Magistrate Court for a period of 36 months. The scope includes comprehensive cleaning, provision of hygiene equipment, and related services to ensure a hygienic, safe, and well-maintained environment within the specified premises.

Scope

The scope encompasses:

• Provision of cleaning services for the entire court building (715m²), including daily, weekly, monthly, quarterly, and semi-annual cleaning tasks as specified in the detailed specifications.
• Supply, installation, and maintenance of hygiene equipment such as touch-free soap dispensers, paper towel dispensers, seat wipe dispensers, air fresheners, auto-flush urinal systems, waste bins, and related accessories.
• Provision of all necessary cleaning materials, consumables, and equipment required for effective service delivery.
• Regular inspection, reporting, and adherence to service level agreements, including monthly site inspections and reporting to the Department.
• Compliance with all relevant legislation, safety, and health standards, including COVID-19 protocols.

Technical Requirements

The technical requirements include:

• Supply and installation of specified hygiene equipment with a service level agreement of 72 hours response time, monthly maintenance, and repair services.
• Provision of cleaning materials and consumables as per the detailed Bill of Quantities, with restocking as needed.
• Implementation of a comprehensive cleaning schedule covering daily disinfection, weekly deep cleaning, monthly maintenance, quarterly and semi-annual tasks.
• Adherence to health and safety standards, including proper handling of chemicals, electrical equipment, and personnel safety protocols.
• Regular site inspections, reporting, and compliance with the Department’s monitoring and evaluation procedures.

Skills and Skills Requirements

The tender specifies the following skills and personnel requirements:

• Qualified cleaning supervisors with relevant experience, supported by CVs and certified ID copies. Experience levels range from less than 1 year to over 5 years, with points allocated accordingly.
• Personnel must be trained in safety, hygiene protocols, and proper handling of cleaning equipment and chemicals.
• Supervisory staff must conduct regular inspections (minimum three times daily) and sign off on compliance reports.
• Personnel must wear proper uniforms with company logos, display ID badges, and adhere to safety and conduct standards.
• Provision of adequate and trained staff to ensure continuous, effective service without interruption.
• Ability to respond promptly to service requests, repairs, and emergencies within specified response times.
