Objectives

The primary objective of this tender is to appoint a qualified and experienced Social Facilitator (Social Engagement Practitioner) to conduct social facilitation for the Kareedouw Police Complex project. The facilitator will identify, organize, and capacitate beneficiary communities to enable effective participation in the project implementation, ensuring Contract Participation Goals (CPGs) are met and social challenges are mitigated throughout the project lifecycle.

Scope

The scope of services includes:

• Appointment and briefing of the professional team, including stakeholder mapping and partnership development.
• Establishment and management of community structures and stakeholder engagement processes.
• Development of communication and engagement strategies, induction packs, and community awareness programs.
• Verification, updating, and management of beneficiary databases (CPG beneficiaries, SMMEs, local labor, NYS beneficiaries).
• Facilitation of community meetings, dialogues, conflict resolution, and risk management.
• Sourcing and management of local labor, training, and capacity building of community liaison officers.
• Monitoring, reporting, and close-out documentation of facilitation activities, including progress reports and lessons learned.
• Ensuring compliance with relevant legislation and standards, including environmental and safety regulations.

The facilitator will work closely with project stakeholders, government departments, community structures, and contractors to promote social cohesion, local economic development, and community support for the project.

Technical Requirements

• Proven experience in social facilitation within construction or infrastructure projects, with at least 3 years post-qualification experience.
• Qualifications: NQF Level 6 in Social Science or relevant qualification, Social Engagement Practitioner certificate with ASEFSA membership, or equivalent.
• Demonstrated ability to develop stakeholder engagement frameworks, communication strategies, and beneficiary databases.
• Capacity to facilitate community participation, conflict resolution, and risk management in rural and urban contexts.
• Ability to produce detailed reports, progress updates, and close-out documentation in accordance with project requirements.
• Compliance with all applicable legislation, safety standards, and security clearance requirements.
• Use of compatible software tools for project documentation and reporting.

Skills Requirements

• Strong interpersonal and communication skills, with fluency in local languages and media platforms.
• Experience in stakeholder mapping, community engagement, and capacity building.
• Ability to mediate conflicts, facilitate community dialogues, and promote social cohesion.
• Proven project management skills, including planning, monitoring, and reporting.
• Knowledge of relevant legislation such as the Occupational Health and Safety Act, Environmental laws, and Construction Regulations.
• Ability to work independently and collaboratively within multidisciplinary teams.
• Capacity to adapt to project timelines, legislative requirements, and community dynamics.
