Objectives

The primary objective of this tender is to appoint a qualified multi-disciplinary professional team, comprising a Quantity Surveyor and a Structural Engineer, to provide comprehensive quantity surveying and structural engineering services for the installation of HVAC systems at the King Dinuzulu Hospital Complex's Oral and Dental Training Centre. This initiative aims to upgrade and improve the existing air-conditioning infrastructure, ensuring effective airflow, disease transmission control, and safety for patients and staff.

Scope of the Tender

1. General Scope

The scope involves the full delivery of professional services across all project stages, from inception to completion, in accordance with relevant gazetted standards and departmental conditions. The services include planning, design, procurement, contract administration, site supervision, and final handover.

2. Specific Scope for the Quantity Surveyor

• Assist in developing the project brief and advise on procurement strategies.
• Define scope of work and services for other consultants.
• Attend project initiation, design, and consultant meetings.
• Review and evaluate design concepts and cost estimates.
• Prepare preliminary and detailed cost estimates and financial viability reports.
• Audit space allocations against initial briefs.
• Review documentation programmes and exercise cost control.
• Assist in tendering, procurement, and contractual processes.
• Prepare cash flow schedules, valuations, and final accounts.

3. Specific Scope for the Structural Engineer

• Assess existing structural elements and infrastructure.
• Prepare preliminary and detailed structural designs compliant with standards and regulations.
• Participate in contract documentation, administration, and issuing certificates of compliance.
• Coordinate with geotechnical and civil engineers for foundation and site assessments.
• Ensure all structural engineering services align with the Infrastructure Delivery Management System (IDMS) requirements.

4. Deliverables

Deliverables include comprehensive reports, design documentation, cost estimates, procurement documents, and final project completion reports, in accordance with the gazetted stages (Stages 2-6) and departmental conditions.

Technical Requirements

• Professional Registration: The Quantity Surveyor must be registered as a Professional Quantity Surveyor with SACQSP; the Structural Engineer must be registered as a Professional Engineer with ECSA.
• Professional Indemnity Insurance: Confirmed coverage of at least R1,000,000 for each discipline, with documentary proof required.
• Experience: Minimum of 5 years post-registration experience, with proven involvement in at least two projects of similar scope and value (R1 million+ for QS, R500,000+ for Structural Engineering) within the past five years.
• Project Stages: Services must cover at least stages 2-6 (design, documentation, procurement, contract administration, site supervision, and handover) in accordance with gazetted standards and FIDPM guidelines.
• Team Composition: The team must include experienced professionals with detailed CVs, organograms indicating roles, and proof of relevant qualifications.
• Compliance: All services must adhere to the Infrastructure Delivery Management System (IDMS) and departmental contractual and technical standards.
• Additional Technical Requirements: Submission of detailed cost estimates, risk assessments, and project timelines, with clear documentation supporting compliance and experience.
