Objectives

The main objective of the Kokstad Precinct Plan is to develop proposals for the design of the first phase of the precinct based on a high-level design concept. The plan aims to address national, provincial, and local policies and plans, ensuring innovative solutions that respond to challenges and opportunities. It seeks to create a cohesive, sustainable, cost-efficient, and functionally integrated precinct that enhances service delivery, promotes smart city principles, and supports socio-economic development.

Scope

The scope encompasses four main components:

• Component 1: Inception Report – Confirm methodology, project timeline, team roles, and budget; includes site assessment, high-level design, and preliminary analysis.
• Component 2: Location Analysis & Specialist Reports – Contextual analysis of site and surroundings, legislative and policy review, land use, environmental, and infrastructure assessments.
• Component 3: Precinct Development Plan & Studies – Urban design framework, facilities management model, cost analysis, and stakeholder engagement.
• Component 4: Land Development & Statutory Processes – Preparation and management of land development applications, public participation, approvals, and legal processes.

Technical Requirements

The technical scope includes:

• Development of high-level design concepts, volumetric models, and urban design guidelines.
• Site and land use analysis, environmental and infrastructure assessments (water, sewer, stormwater, electricity).
• Preparation of detailed reports, land use plans, and development frameworks aligned with legislative and policy frameworks.
• Preparation of land development applications, facilitating approvals, and managing statutory processes.
• Design of sustainable infrastructure solutions, including rainwater harvesting, grey water reuse, renewable energy options, and green stormwater management.
• Development of a Facilities Management & Operations Model for the precinct.
• Preparation of urban design guidelines to ensure architectural coherence and environmental sustainability.

Skills and Skills Requirements

The tender requires a multidisciplinary team with expertise in:

• Architectural design and urban planning, with experience in precinct and land development planning.
• Land use and land development applications, including legislative compliance and statutory approvals.
• Transport engineering, focusing on public transport integration, traffic impact assessments, and accessibility planning.
• Civil and structural engineering, with knowledge of sustainable infrastructure, stormwater, water supply, and wastewater systems.
• Environmental and geotechnical engineering, including site investigations, soil analysis, and geotechnical assessments, especially for dolomite land.
• Landscape architecture, with emphasis on sustainable landscaping, stormwater management, and public realm design.
• Legal expertise in property law, land registration, and conveyancing processes.
• Project management and stakeholder engagement, ensuring timely delivery and effective communication.

Additionally, the team must demonstrate experience in developing precinct plans aligned with national policies, sustainable infrastructure design, and statutory land use processes. The team members should possess relevant professional registration and proven track record in similar projects.
