Objectives

The primary objective of this tender is to establish a contract for the provision of services, maintenance, and repairs of air conditioners in Kuruman and surrounding areas over a period of 36 months. The aim is to ensure the reliable operation and upkeep of air conditioning systems within the specified locations, supporting the Department of Public Works' infrastructure and service delivery requirements.

Scope

The scope of work includes:

• Construction, erection, alteration, refurbishment, repairs, demolition, or dismantling of buildings and structures related to air conditioning systems.
• Site clearance, hoarding, demarcation, and excavation works as necessary for installation or maintenance.
• Installation, maintenance, and repair of HVAC systems, including associated civil and electrical works.
• Management of site access, security, and safety protocols during service delivery.
• Provision of a comprehensive health and safety plan, including risk assessments and method statements.
• Regular inspections, testing, and commissioning of air conditioning units to ensure compliance with standards.
• Provision of necessary facilities such as site offices, storage, and safety equipment.

Technical Requirements

The technical requirements encompass:

• Adherence to South African standards including SABS 1475, SANS 10400-Part O, and other relevant regulations.
• Use of first-class quality materials, compliant with South African Bureau of Standards or British Standards where applicable.
• Proper workmanship by trained and competent personnel, including electrical and HVAC specialists.
• Implementation of an Occupational Health and Safety Plan approved by DPWI health and safety officers.
• Provision of testing, commissioning, and full system performance verification prior to handover.
• Maintenance and repairs to be performed during normal working hours unless emergency arrangements are made.
• Provision of log books, safety certificates, and compliance documentation on site at all times.

Skills Requirements

The tenderer must demonstrate:

• Experience in HVAC system maintenance, servicing, and repairs, with proven track record in similar projects.
• Competence in electrical work, including installation, testing, and compliance with electrical standards.
• Qualified personnel with relevant certifications, such as SAQCC-fire certificates for fire equipment servicing.
• Ability to develop and implement comprehensive health and safety plans, including risk assessments and method statements.
• Capacity to manage site logistics, security, and access control effectively.
• Knowledge of local legislation, by-laws, and environmental regulations applicable to construction and HVAC works.
• Capability to produce detailed programmes, progress reports, and documentation in line with contractual requirements.
