Objectives

The primary objective of this tender is to facilitate the sale of residential land within Abaqulusi Local Municipality, specifically in the Coronation area. The municipality aims to dispose of identified vacant sites to the highest bidders, thereby addressing issues related to illegal land occupations, increasing access to land for housing, and promoting orderly urban development.

Scope

The scope of the tender includes:

• Offering 19 residential sites located in Coronation for sale through a bidding process.
• Providing detailed property information, including location, size, zoning, and reserve prices.
• Allowing interested stakeholders to submit bids on the specified sites.
• Enabling the municipality to select the highest bid per site, subject to compliance with tender conditions.
• Disposal of properties in accordance with applicable legislation and municipal policies.

The scope also encompasses the procedural aspects of bid submission, evaluation, and award, as well as conditions related to property development and transfer.

Technical Requirements

The technical requirements for bidders include:

• Submission of a formal bid offer on the prescribed form, including bid amount in South African Rands (including VAT).
• Provision of compulsory documents: signed bid offer, acceptance of sale conditions, certified ID copy, proof of residence, and a certificate of independent bid determination (MBD9).
• Adherence to the reserve prices; bids below the set reserve will be disqualified.
• Payment of a 10% deposit within 7 days of bid acceptance, with the remaining 90% payable within 21 days.
• Use of the property strictly in accordance with its zoning rights (Residential).
• Compliance with development conditions, including submission of building plans within 3 months of transfer, commencement of construction within 6 months, and completion within 18 months.
• Construction must meet municipal standards and zoning regulations, with penalties for non-compliance.
• Acceptance of the conditions that no rezoning, subdivision, or consolidation of the property is allowed within the first 10 years of ownership.
• All conveyancing and associated costs are the responsibility of the successful bidder.

The bid process also requires compliance with municipal policies, legislation, and evaluation criteria, including the submission of relevant documentation and adherence to bid validity periods.
