Objectives

The primary objective of this tender is to secure a lease agreement for premises in George, Western Cape, for a period of five (5) years. The purpose is to establish suitable rental premises that meet operational, safety, health, environmental, and accessibility standards, supporting Eskom’s infrastructure and operational needs.

Scope

The scope encompasses:

• Provision of rental premises in George, Western Cape, close to amenities, accessible by public transport, and connected to main roads.
• Development and signing of a lease agreement between Eskom and the landlord, including physical evaluation and inspection prior to contract award.
• Ensuring the premises comply with relevant legislation, building regulations, and Eskom SHEQ requirements.
• Implementation of environmental, safety, health, and fire prevention measures as per Eskom standards.
• Provision of necessary infrastructure such as fire equipment, emergency systems, electrical installations, signage, and accessibility features for persons with disabilities.
• Ongoing environmental and safety management, including risk assessments, incident reporting, and compliance monitoring during the lease period.

Technical Requirements

The technical requirements include:

• Premises must meet safety, health, environmental, and quality standards, including compliance with Occupational Health and Safety Act, Building Regulations, and Eskom SHEQ policies.
• Building must have adequate fire prevention and detection systems, emergency exits, signage, and accessibility features (ramps, doorways, toilets) for persons with disabilities.
• Electrical installations must be compliant with SANS 10142, properly labelled, and include backup power systems (generators or UPS).
• Environmental management systems must be established, including risk assessments, waste management, pollution control, and compliance with environmental legislation (e.g., NEMA, ISO 14001).
• Regular inspections, monitoring, and reporting on safety, environmental, and quality performance are mandatory.
• All equipment and infrastructure must be maintained in good working condition, with records of inspections and maintenance kept.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proficiency in environmental management, safety, health, and quality standards, including ISO 9001, ISO 14001, and ISO 45001.
• Ability to develop, implement, and maintain SHEQ management systems aligned with Eskom requirements.
• Experience in conducting risk assessments, incident investigations, and environmental impact assessments.
• Capability to prepare and manage SHEQ documentation, including policies, procedures, inspection reports, and audit records.
• Qualified personnel such as SHEQ officers, environmental practitioners, safety officers, and electrical engineers with relevant certifications and training.
• Skills in compliance monitoring, reporting, and continuous improvement of SHEQ performance.
