Objectives

The primary objective of this tender is to appoint a suitable service provider to lease office accommodation for the Department of Agriculture, Rural Development, Land and Environmental Affairs (DARDLEA) in Volkrust for a period of five (05) years. The aim is to secure appropriate, accessible, secure, and compliant office space to support the department's service delivery and operational needs.

Scope

The scope encompasses providing office space that includes individual offices, open plan areas, communal facilities, and necessary infrastructure such as parking, security, and utilities. The leased premises must meet legislative, safety, and accessibility requirements, and be ready for occupation by 01 February 2026. The scope also involves compliance with building standards, installation of power and security systems, and provision of facilities suitable for staff and visitors.

• Provision of office spaces for specified departmental positions and communal areas.
• Ensuring accessibility, security, and compliance with relevant laws and regulations.
• Installation of power systems, fire safety, and security features.
• Provision of parking bays and disability access.
• Maintenance responsibilities and facility management.
• Adherence to environmental and legislative building requirements.

Technical Requirements

• Building must comply with Occupational Health and Safety Act 85 of 1993, National Building Regulations Act 103 of 1977, fire regulations, and municipal by-laws.
• Building size must accommodate specified offices and communal facilities, with detailed space allocations provided.
• Power supply must include standby generators and/or solar panels, with specified capacities based on building size.
• Certificates required include Electrical CoC, Certificate of Occupation, Fire Clearance, and approved building plans.
• Building must be accessible via public transport routes within specified distances.
• Facilities must be disability-friendly, including accessible entrances, toilets, and handrails.
• Security features include fencing, CCTV, burglar proofing, and alarm systems.
• Office accommodation must be ready for occupation by 01 February 2026, with a clear timeline for customization and handover.
