Objectives

The primary objectives of this tender are to:

• Lease to own specialised commercial vehicles and yellow plants for a period of five (5) years.
• Provide fleet services and management on an as-and-when-required basis for five (5) years.
• Establish panels of service providers for supply and delivery of various municipal materials and services, including electrical materials, clinical psychologists, asphalt patching, roads and stormwater materials, office furniture, and fuel supply.
• Develop a portion of road reserve at Amelia for a filling station with ancillary shopping uses.

Scope

The scope encompasses:

• Lease and ownership of specialised commercial vehicles and yellow plants for five years.
• Provision of fleet management and related services over the same period.
• Supply and delivery of electrical materials, clinical psychology services, asphalt patching, roads, stormwater, and building materials on an as-and-when-required basis for up to three years.
• Supply and delivery of office furniture on an as-and-when-required basis for three years.
• Development of a road reserve for a filling station with shopping amenities.
• Supply and delivery of fuel (petrol and diesel) for three years.

Technical Requirements

The technical criteria include:

• Compliance with specified standards for lease-to-own vehicles and yellow plants.
• Provision of fleet management services that meet municipal operational standards.
• Delivery of electrical materials, asphalt patching, roads, stormwater, office furniture, and fuel that meet quality and safety standards.
• Development of a road reserve with appropriate planning and construction standards.
• Submission of proposals demonstrating technical capability and experience in relevant service delivery.

Skills Requirements

Applicants should possess:

• Experience in vehicle leasing, fleet management, and maintenance services.
• Technical expertise in electrical materials, asphalt patching, road construction, stormwater management, and building supplies.
• Capability to develop and manage infrastructure projects such as filling stations and road reserves.
• Proven ability to supply and deliver fuel and other materials reliably and efficiently.
• Capacity to provide professional services such as clinical psychology and office furniture supply.
• Compliance with municipal procurement and safety standards.
