Objectives

The primary objective of this tender is to establish a long-term leasing arrangement for new vehicles across various Coega offices, ensuring cost-effective, reliable, fully serviced, insured, and compliant motor vehicles for a period of 5 years (60 months). The initiative aims to support CDC's operational needs by providing a fleet of well-maintained vehicles that meet safety, regulatory, and operational standards, with provisions for vehicle replacement, safety training, and fleet management.

Scope

The scope encompasses:

• Supply, delivery, insurance, servicing, and maintenance of 38 new motor vehicles across CDC offices in five operational areas: Gqeberha/Kariega, East London, Mthatha, Durban, and Tshwane.
• Provision of various vehicle types including sedans, hatchbacks, single cabs, double cabs, kombis, SUVs, and minibuses, with specific capacity and features as detailed per area.
• Implementation of a comprehensive fleet management system with GPS tracking, telematics, daily inspection tools, and reporting analytics.
• Replacement of vehicles at 120,000 km intervals or every 5 years, whichever occurs first.
• Provision of driver safety training, roadside assistance, and support services.
• Compliance with all relevant legislation, safety standards, and insurance requirements.

Technical Requirements

The technical specifications include:

• All vehicles must be new, roadworthy, insured, and registered in the name of the leasing company or the designated company.
• Vehicles must comply with the Road Traffic Act, safety standards (SABS specifications), and be fitted with safety features such as reflectors, chevrons, and vehicle mass markings.
• Vehicles should have factory-fitted air conditioning, radio/USB ports, reverse cameras, electric windows, and other specified features.
• Vehicles must be fitted with GPS and telematics systems for real-time tracking and performance monitoring.
• Leased vehicles should be supported by a comprehensive service, maintenance, and roadside assistance plan, including replacement vehicles within 24 hours in case of breakdown or accidents.
• Provision of digital inspection tools for daily vehicle assessments and kilometer logging.
• Vehicles must be delivered to specified locations per area, with replacement and support arrangements in place.

Skills and Experience Requirements

Bidder must demonstrate:

• Experience in leasing and managing motor vehicle fleets over the past 7 years, with at least two reference letters confirming leasing of a minimum number of vehicles per area (e.g., 15 vehicles for Area 1, 5 for Area 2, etc.).
• Proven capacity to supply, deliver, and maintain vehicles in accordance with technical specifications and safety standards.
• Financial capacity evidenced by a confirmed credit line of at least R20 million for the duration of the contract, with specific minimum credit lines per area.
• Legal and operational compliance, including proof of vehicle ownership or leasing agreements, insurance, and registration.
• Capability to provide fleet management systems, GPS tracking, driver safety training, and daily inspection tools.
• Knowledge of relevant legislation such as the National Road Traffic Act, Occupational Health and Safety Act, and environmental regulations.
• Ability to support multiple offices across different regions, demonstrating logistical and support capacity.
