Tender Summary

Objectives

The primary objective is to develop a sustainable and reliable water supply infrastructure for the Letlhogoring area. The project aims to establish a fully commissioned water distribution network, including source development, storage, disinfection, and household connections, to improve community access to safe drinking water.

Scope of Work

The successful contractor will execute the following construction and installation activities:

  • Pipeline Network: Laying approximately 23.61km of uPVC pipelines across four specifications: 18.34km of 63mmø Class 6, 1.66km of 90mmø Class 9, 3.499km of 110mmø Class 9, and 0.11km of 200mmø Class 9.
  • Borehole Development: Equipping and electrifying two new boreholes and refurbishing one existing borehole to serve as water sources.
  • Connections & Valves: Installing 207 yard connections, alongside air valves, water meters, scour valves, and gate valves to regulate flow and monitor usage.
  • Storage & Treatment: Constructing and installing a 182-kilolitre elevated steel storage tank and implementing a chlorination system for water disinfection.
  • Operational Documentation: Preparing and submitting a comprehensive Standard Operating Procedure (SOP) to guide future maintenance and daily operations.

Technical Requirements

  • CIDB Registration & Grading: Bidders must be registered with the Construction Industry Development Board (CIDB) and hold a minimum grading of 7CE.
  • Quality Threshold: A minimum of 35 evaluation points out of 50 is mandatory to qualify under the specific project expertise category.
  • Mandatory Site Inspection: Physical attendance at a scheduled site visit is compulsory; failure to attend results in automatic disqualification.
  • Submission Format: Only physical, sealed tenders will be accepted. Electronic or telegraphic submissions are explicitly rejected due to infrastructure limitations.

Skills & Experience Requirements

Tenderers must demonstrate proven capability, adequate financial and operational capacity, and relevant expertise to successfully complete and commission the works to municipal standards. Evaluation is scored out of 50 points across five categories:

  • Infrastructure Firm (Max 30 pts): Assesses organisational structure, financial health, and overall operational capacity.
  • Similar Project Experience (Max 30 pts): Requires documented evidence of successfully delivering comparable water supply or civil engineering projects.
  • Plant & Equipment (Max 10 pts): Evaluates ownership or leasing capability for essential machinery and tools.
  • Project Team (Max 10 pts): Reviews the competence, qualifications, and availability of core management and supervisory staff.
  • Key Personnel Experience (Max 10 pts): Focuses on the proven track record and specialist expertise of designated project leaders.

Clarification of Key Terms

CIDB Grading 7CE: A South African construction industry classification denoting a contractor qualified to manage civil engineering projects valued up to R100 million, specifically covering earthworks, pipeline networks, and water infrastructure.

80/20 Points System: A preferential procurement framework where 80% of the total evaluation score is allocated to price and functional capability, while 20% is reserved for socio-economic transformation targets (e.g., historically disadvantaged businesses, local economic development, or enterprise size preferences).

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
