Objectives

The primary objective of this tender is to appoint a qualified service provider to perform comprehensive maintenance of the integrated access control systems and CCTV infrastructure across multiple departmental buildings within Limpopo Provincial Treasury. The aim is to ensure continuous, reliable security system operation over a period of 36 months, maintaining system integrity, security, and functionality.

Scope

The scope encompasses:

• Maintenance of security access control and CCTV systems at Ismini Towers, Finance House, and Talas House.
• Preventative, corrective, software, and hardware maintenance activities.
• Regular inspections, testing, calibration, cleaning, and system upgrades.
• Management of communication pathways, backup and recovery plans, and environmental considerations.
• User training and record keeping.
• Servicing specific equipment including cameras, servers, access controllers, locks, turnstiles, intercoms, and associated hardware.
• Management of additional costs for repairs or replacement parts outside the scope.

Technical Requirements

The technical scope includes:

• Routine visual inspections of access control panels, wiring, and hardware components.
• Verification of power supplies, battery backups, and communication pathways (Ethernet, Wi-Fi, cellular).
• Testing of access readers, locks, credentials, and alarm integrations.
• Software updates, database management, and system configuration adjustments.
• Maintenance of door hardware, locks, hinges, and related components.
• Training users on system operation and emergency procedures.
• Environmental assessments to ensure outdoor equipment protection and proper ventilation.
• Development and monitoring of backup and recovery plans.
• Regular scheduled maintenance, including emergency repairs within 24 hours.
• Servicing a detailed list of equipment at each site, including cameras, servers, access controllers, turnstiles, intercoms, and visitor management systems.

Skills Requirements

The successful bidder must demonstrate:

• At least 10 years of experience in maintenance of integrated security systems, including CCTV, access control, and alarm systems.
• Certified technicians with Hikvision Certified Security Associate (HCSA) or Hikvision Certified Security Professional (HCSP) qualifications.
• Proven expertise in system troubleshooting, software updates, hardware repairs, and system integration.
• Capability to provide a comprehensive maintenance and support plan, including preventive, corrective, and software maintenance.
• Qualified personnel for on-call support, with CVs evidencing relevant experience and certifications.
• Ability to respond promptly to critical, major, and minor incidents as per response time plans.
• Capacity to manage additional repair or replacement costs with proper documentation and prior approval.
• Adherence to industry standards, legal frameworks, and OEM requirements for all maintenance activities.
