Objectives

The primary objective of this tender is to appoint a qualified service provider to carry out maintenance and repair of electrical defects and earth leakage testing at Gx Real Estate Properties in the Vaal Triangle over a five-year period. The aim is to ensure the electrical systems are functioning safely, reliably, and in compliance with relevant standards, thereby minimizing operational risks and ensuring safety and operational efficiency.

Scope

The scope encompasses:

• Maintenance and repair of electrical defects across designated Gx Real Estate Properties in the Vaal Triangle.
• Earth leakage testing of electrical installations.
• Provision of services over a five-year contractual period.
• Inclusion of all related activities necessary to ensure electrical system integrity, safety, and compliance.

Technical Requirements

The technical requirements include:

• Adherence to Eskom’s safety, health, environment, and quality (SHEQ) policies and standards.
• Implementation of a comprehensive Quality Management System (QMS) conforming to ISO 9001 standards.
• Development, submission, and approval of Contract Quality Plans (CQP) and Inspection and Test Plans (ITP) prior to work commencement.
• Execution of earth leakage testing and electrical defect repairs in accordance with approved procedures, specifications, and standards.
• Provision of qualified personnel, including certified inspectors, welders, and other specialists, with documented competencies.
• Implementation of inspection, testing, and monitoring activities at specified intervention points, including witness points and hold points.
• Proper documentation and record-keeping of all quality activities, inspections, tests, and corrective actions.
• Compliance with Eskom’s procurement, safety, and environmental policies and applicable legal requirements.

Skills Requirements

The skills and competencies required from the service provider include:

• Proven experience in electrical maintenance, repair, and earth leakage testing within industrial or utility environments.
• Qualified and certified electrical engineers, technicians, and inspectors with relevant SETA certifications and legal compliance.
• Competence in implementing and maintaining ISO 9001 compliant QMS and related quality assurance processes.
• Ability to develop and submit detailed Quality Plans, Inspection & Test Plans, and Method Statements.
• Strong documentation and record-keeping skills for quality assurance and compliance purposes.
• Effective communication skills to coordinate with Eskom’s project team and stakeholders.
• Capacity to perform risk assessments, manage non-conformances, and implement corrective actions promptly.
