The primary objective of this tender is to establish a panel of five (5) qualified service providers to carry out maintenance, repairs, servicing, supply and fitment of spare parts, and emergency breakdown support for municipal vehicles and plant owned by Elundini Local Municipality. Scope

The scope includes:

  • Maintenance and repairs of municipal vehicles including sedans, LDVs, trucks (4-ton, 8-ton, refuse removal trucks, cherry picker, crane truck, mini bus, tractors).
  • Major and minor services and repairs, emergency repairs, and preventive maintenance.
  • Repairs of vehicle components such as starters, radiators, alternators, hydraulic cylinders, transmission systems, braking systems, hydraulic and pneumatic systems.
  • Auto electrical diagnosis and repairs, fault code clearing, COF (Certificate of Fitness) readiness repairs, engine and gearbox repairs.
  • Supply and fitment of spare parts, and emergency breakdown support.
  • Work to be performed only upon receipt of formal work orders from the municipality.
  • Additional vehicles or equipment purchased during the contract period will constitute an extension of the scope.

Technical Requirements

The service providers must:

  • Be capable of performing comprehensive maintenance and repairs as specified in the scope.
  • Have qualified mechanics and technicians to supervise and execute work.
  • Ensure all work complies with relevant standards and safety regulations.
  • Provide prices inclusive of VAT, valid for one year with escalation rates where applicable.
  • Be prepared to perform on-site repairs if necessary.
  • Operate within the categories of vehicles listed in the pricing schedule (Tables 1-9).
  • Maintain quality standards and adhere to the municipality’s requirements for service delivery.

Skills Requirements

The bidders must demonstrate:

  • Proven experience in vehicle maintenance and repairs, particularly for municipal fleet vehicles.
  • Ownership or access to fully equipped workshops within a 300 km radius of Elundini Municipality headquarters.
  • Capability to perform specialized repairs including auto electrical, hydraulic, pneumatic, engine, transmission, and brake systems.
  • Qualified personnel with relevant technical certifications and experience.
  • Knowledge of occupational health and safety regulations and standards.
