Objectives

The primary objectives of this tender are to establish a framework for the maintenance, refurbishment, installation, and upgrading of boiler systems, including the supply of qualified boiler operators, steam and condensate reticulation, and various mechanical and electrical equipment across multiple institutions in the Free State Department of Health. Additionally, it aims to ensure regular water treatment, water softening, and related water plant services, with a focus on safety, compliance, and operational efficiency over a three-year contract period.

Scope

The scope encompasses:

• Maintenance, refurbishment, installation, and upgrading of boiler systems and associated equipment (auto-claves, calorifiers, steam and hot water systems).
• Supply and management of boiler operators and mechanical/electrical equipment at various health institutions.
• Steam and condensate reticulation, water treatment, and softening plants.
• Mechanical and electrical kitchen equipment, laundry machines, tunnel washers, autoclaves, and related systems.
• Regular inspections, repairs, and statutory compliance including safety standards and water quality management.
• Provision of emergency response, scheduled maintenance, and operational support over a three-year period.

Technical Requirements

The technical scope includes:

• Adherence to national and international standards such as SANS regulations, pressure equipment regulations, and occupational health and safety acts.
• Technical specifications for maintenance, repair, and replacement of boiler systems, including cleaning, overhauling, and statutory inspections.
• Water treatment and chemical dosing, including the supply of chemicals, calibration, and analysis of boiler and cooling tower water.
• Installation, testing, and commissioning of boiler components, including lagging, insulation, and safety devices.
• Provision of qualified personnel (boiler operators, electricians, welders, fitters) with relevant certifications and experience.
• Implementation of safety protocols, including lockout procedures, hazard management, and compliance with construction and safety regulations.
• Regular monitoring, testing, and reporting on boiler efficiency, water quality, and safety compliance.
• Maintenance of auxiliary systems such as water softeners, condensate meters, pumps, and control panels.

Skills Requirements

The tender requires bidders to demonstrate:

• Proven experience in boiler maintenance, repair, and installation, with references to relevant projects within the last five years.
• Qualified personnel including:
• Boiler operators with competency certificates and minimum three years’ operational experience.
• Mechanical technicians and welders with valid registration and relevant trade certificates.
• Electricians with wireman’s licenses and experience in electrical systems related to boilers and water treatment equipment.
• Capability to supply and manage chemicals, water treatment analysis, and calibration services.
• Ability to adhere to health, safety, and environmental standards, including the management of hazardous materials and emergency procedures.
• Capacity to provide ongoing maintenance, emergency response, and technical support across multiple sites with minimal downtime.
• Demonstrated compliance with procurement policies, including B-BBEE verification, tax compliance, and relevant registration certificates (CIDB Grade 4ME or higher).
• Experience in water softening, chemical treatment, and water quality management systems.
