The primary objective is to procure comprehensive cybersecurity capabilities through Managed Detection and Response (MDR) services, accompanying software, and related professional services. This initiative aims to strengthen the South African Medical Research Council’s (SAMRC) information security posture across its headquarters in Cape Town and regional branches in Gauteng and KwaZulu-Natal.
The scope encompasses the end-to-end provision of threat monitoring, detection, investigation, and response capabilities. It includes the supply of required MDR software platforms and professional services for deployment, integration, and ongoing operational management. The agreement will operate for an initial term of thirty-six months, subject to annual performance reviews, with a discretionary extension option of up to twenty-four months.
While granular technical specifications are reserved for the full tender documentation, the invitation mandates a strict functionality-based assessment. Bidders must demonstrably meet all prescribed functional criteria; failure to comply results in immediate disqualification. Suppliers must also maintain active registration on the Central Supplier Database (CSD) and submit their official supplier number and unique reference code for validation. Submission protocols require one original hard copy and a corresponding PDF archive on a USB flash drive, delivered physically before the deadline. Email, fax, or online portal submissions are explicitly invalid.
Bidders must be qualified and technically competent in delivering enterprise-level cybersecurity operations. Although specific personnel certifications are not enumerated in this notice, successful suppliers will need proven expertise in architecting and managing MDR ecosystems, integrating security software with complex IT environments, and providing sustained professional support. Experience operating across multi-site institutions and navigating regulated research data environments is strongly implied given SAMRC’s operational footprint.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
