Objectives

The primary objective of this tender is to appoint a service provider responsible for the management and operation of the Saldanha Bay Municipal Animal Pound for the period from 01 July 2026 to 30 June 2029. The service provider will oversee animal handling, shelter management, feeding, cleaning, veterinary coordination, record keeping, compliance, staffing, and all operational functions necessary for the pound's effective functioning.

Scope

The scope of work includes, but is not limited to:

• Admission and impoundment of animals
• Safe handling, housing, and care of animals
• Feeding and provision of water
• Cleaning and maintenance of facilities
• Record keeping of all impounded animals
• Release of animals to owners following municipal procedures
• Humane handling and euthanasia in accordance with veterinary guidelines
• Coordination with veterinary services and animal welfare organizations
• General administration of pound operations

The operation must comply with municipal by-laws, animal welfare legislation, and relevant standards. The facility is located at Farm Eenzaamheid 135, Vredenburg, and must be operational within thirty (30) days of contract signing.

Technical Requirements

• The pound must be operated continuously as required by the municipality.
• Animals must be handled humanely and safely at all times.
• Provision of adequate staffing with trained personnel competent in animal handling and pound management.
• The facility must be maintained in a clean, hygienic, and safe condition with proper waste disposal.
• Proper record keeping of all animals, including details of origin, condition, and outcome.
• Compliance with all applicable legislation, including the Animal Protection Act, municipal by-laws, and occupational health and safety standards.
• Provision of suitable enclosures, feeding and watering equipment, cleaning materials, protective clothing, and other operational tools.
• Regular reporting, incident management, and adherence to service level standards.
• Insurance coverage including public liability (minimum R10,000,000), employer’s liability, and animal welfare cover.

Skills Requirements

• Qualified animal welfare inspectors with NSPCA certification or equivalent, authorized to enforce animal welfare laws.
• Personnel with experience in animal handling, shelter management, and veterinary coordination.
• Staff capable of maintaining accurate records and administrative documentation.
• Personnel trained in health and safety procedures relevant to animal pound operations.
• Ability to operate and maintain necessary equipment and facilities in a safe and hygienic manner.
• Effective communication skills for coordination with veterinary services, animal welfare organizations, and municipal authorities.
