Objectives

The primary objective of this tender is to appoint a qualified service provider to manage, implement, and coordinate a Food Nutrition and Developmental Programme in Mopani District over a period of three years. The programme aims to contribute to poverty alleviation, promote sustainable livelihoods, improve nutrition, and reduce inequalities among vulnerable populations, including food-insecure households and at-risk communities.

Scope

The scope of the tender includes:

• Management, implementation, and coordination of food nutrition and developmental activities within Mopani District.
• Procurement, storage, and distribution of food items to Community Nutrition and Development Centres (CNDCs).
• Provision of technical support, monitoring, and reporting on programme activities.
• Development and submission of operational plans, risk assessments, and procurement strategies.
• Coordination with local stakeholders, farmers, and community organizations to procure fresh vegetables and live chickens.
• Staffing CNDCs with qualified supervisors and cooks, ensuring adherence to minimum wage standards and safety regulations.
• Ensuring timely delivery of food packages, including perishables and dry goods, based on departmental requisitions.
• Monitoring and evaluation of programme outputs, outcomes, and impact through regular reporting and site inspections.

Technical Requirements

The technical requirements for the successful bidder include:

• Legal and Financial Compliance:
  • Registration on the Central Supplier Database (CSD) and compliance with tax obligations.
  • Provision of a valid tax compliance status and proof of financial capacity (overdraft facility or bank statements).
  • Submission of a signed declaration of compliance and disclosure forms.
• Experience and Track Record:
  • Minimum of three years’ relevant experience in managing food distribution or nutrition programmes.
  • Evidence of successfully completed or ongoing projects with references.
• Transport and Infrastructure:
  • Availability of at least two roadworthy delivery vehicles (owned or rented) suitable for food distribution.
  • Storage facilities of at least 680 m² compliant with Occupational Health and Safety standards.
• Staffing:
  • Qualified CNDC Supervisors with requisite skills, residing within the operating area, and having a minimum Grade 12 certificate.
  • Qualified cooks with experience in food preparation, handling, and nutrition, also residing locally.
• Operational and Management Plans:
  • Comprehensive procurement, transportation, risk management, and operational plans.
  • Development of implementation, monitoring, and reporting frameworks aligned with programme guidelines.
• Food Package Specification:
  • Provision of specified food items, including maize meal, rice, beans, cooking oil, vegetables, live chickens, and other essentials, based on departmental requisitions.
  • Adherence to packaging standards, quality verification, and sourcing from local suppliers where possible.
• Monitoring and Evaluation:
  • Regular reporting on activities, outputs, and outcomes.
  • Participation in quarterly review meetings and site inspections.
