Objectives

The primary objective of this tender is to appoint a qualified service provider to manage, implement, and coordinate a Food Nutrition and Developmental Programme in Vhembe District over a period of three years. The programme aims to contribute to poverty alleviation, promote sustainable livelihoods, and address issues such as hunger, inadequate nutrition, and social development among vulnerable populations.

Scope

The scope of the tender includes:

• Management, implementation, and coordination of food nutrition and developmental activities within the district.
• Bulk procurement, storage, and distribution of food items to Community Nutrition and Development Centres (CNDCs).
• Provision of operational and technical support to CNDCs, including supervision of staff and volunteers.
• Development and submission of operational plans, risk assessments, procurement plans, and performance reports.
• Monitoring and evaluation of programme activities, outputs, and outcomes.
• Engagement with local suppliers, farmers, NGOs, and cooperatives for procurement of fresh produce and live chickens.
• Management of community nutrition activities, including meal preparation and distribution to food-insecure households.
• Compliance with relevant policies, legislation, and standards, including Occupational Health and Safety regulations.

Technical Requirements

The technical requirements for the successful bidder include:

• Legal and financial viability, including registration on the Central Supplier Database (CSD) and tax compliance.
• Provision of a storage facility of at least 680 m² that complies with Occupational Health and Safety standards.
• Capacity to procure, store, and deliver specified food items, including maize meal, samp, rice, sugar beans, cooking oil, soya mince, canned fish, live chickens, vegetables, and other essentials.
• Availability of at least two roadworthy delivery vehicles (owned or rented) suitable for food distribution.
• Qualified and experienced personnel, including CNDC supervisors and cooks, residing within the operational area, with requisite skills and training.
• Development of detailed operational, procurement, and risk management plans, including food sourcing strategies and cost schedules.
• Provision of technical support, supervision, and monitoring of CNDC activities, with regular reporting to the Department.
• Adherence to food quality standards, including sourcing from approved suppliers and conducting random quality verifications.
• Implementation of community nutrition activities, including meal preparation, feeding, and developmental support, with staff paid at or above minimum wage standards.
• Sub-contracting arrangements must be responsibly managed, with the bidder remaining fully accountable for all contractual obligations.
• Participation in evaluation phases, including administrative compliance, technical evaluation, site inspections, and price and goal scoring, with minimum functionality scores required for progression.
