  • Availability of at least two roadworthy delivery vehicles (owned or rented) suitable for food distribution.
  • Qualified and experienced personnel, including CNDC supervisors and cooks, residing within the operational area, with requisite skills and training.
  • Development of detailed operational, procurement, and risk management plans, including food sourcing strategies and cost schedules.
  • Provision of technical support, supervision, and monitoring of CNDC activities, with regular reporting to the Department.
  • Adherence to food quality standards, including sourcing from approved suppliers and conducting random quality verifications.
  • Implementation of community nutrition activities, including meal preparation, feeding, and developmental support, with staff paid at or above minimum wage standards.
  • Sub-contracting arrangements must be responsibly managed, with the bidder remaining fully accountable for all contractual obligations.
