Objectives

The primary objective of this tender is to procure and install an automatic fixed fire protection and detection system for Units 2 to 6 diesel generators at Matimba Power Station, including associated works such as supply, installation, testing, commissioning, and handover. The system aims to ensure compliance with safety, statutory regulations, and Employer requirements, thereby maintaining safe and reliable plant operations and supporting continuous electricity production.

Scope

The scope encompasses:

• Design review, supply, and installation of automatic fire detection and protection systems for diesel generators and their day tanks.
• Procurement, fabrication, delivery, storage, and erection of plant and materials in accordance with approved designs.
• Construction of civil, structural, electrical, mechanical, control, and instrumentation works necessary for the fire protection system.
• Integration of new systems into existing fire protection infrastructure.
• Manufacturing and installation of plant labels and KKS coding.
• Commissioning, testing, and submission of as-built drawings, certificates, and handover data.
• Provision of training, documentation, and maintenance manuals for Employer personnel.

Technical Requirements

The technical scope includes:

• Design and installation of fire protection systems compliant with NFPA 850, SANS 10287, 1128-2, 240-54937450, 240-54937448, 240-54937439, and relevant standards.
• Connection of fire detection devices to existing control panels via pressure/flow switches.
• Installation of fire suppression sprinklers rated at 68°C with a density of 10.2 mm/min over specified areas.
• Pipework designed to withstand operating pressures of up to 1200 kPa, supported at specified intervals.
• Civil and structural civil works including bund walls, firewalls, foundations, and civil supports in accordance with SANS and Eskom standards.
• Manufacture and installation of KKS labels and plant labelling in accordance with Eskom standards.
• Verification and integration of fire systems with existing infrastructure, including civil, electrical, and control systems.
• Commissioning, functional testing, and submission of detailed as-built documentation and certificates.

Skills Requirements

The tender requires the following skills and competencies:

• Qualified engineers and designers registered with ECSA, experienced in fire protection, civil, structural, electrical, and control systems.
• Skilled fabrication and installation personnel familiar with NFPA, SANS, and Eskom standards.
• Certified welders adhering to AWS D1.1 standards, with visual and NDT inspection capabilities.
• Qualified civil and structural engineers for civil works design, review, and supervision, familiar with SANS 10160, 10100, and Eskom standards.
• Experienced project management, planning, and scheduling personnel proficient in NEC3 contract management and Microsoft Project.
• Trained health and safety officers compliant with Occupational Health and Safety Act 85 of 1993, with experience in power station environments.
• Environmental management specialists familiar with NEMA, waste, water, and biodiversity regulations applicable to power station projects.
• Qualified training personnel capable of delivering comprehensive operation, maintenance, and safety training to Employer staff.
