Objectives

The primary objective of this tender is to supply and deliver mill ancillary spares for the Medupi Power Station over a duration of 5 years (60 months). The tender also emphasizes promoting transformation, local content, skills development, and supplier development aligned with Eskom’s Reconstruction and Development Programme (RDP) goals. Additionally, the tender aims to enhance B-BBEE compliance, local procurement content, and employment opportunities, particularly for skills development of unemployed graduates.

Scope

The scope includes:

• Supply and delivery of mill ancillary spares required for the Medupi Power Station.
• Duration of the contract: 60 months (5 years).
• Inclusion of local procurement content, with specific thresholds for designated components such as fasteners, bolts, nuts, valves, and actuators.
• Skills development initiatives, including training and bursaries for unemployed graduates.
• Monitoring and reporting on supplier compliance with SDL&I (Supplier Development, Localisation & Industrialisation) obligations.

Technical Requirements

The technical requirements specify:

• Provision of mill ancillary spares that meet the designated component thresholds (e.g., 100% local content for fasteners, 70% for valves and actuators).
• Compliance with local content declarations using specified forms (SBD 6.2 Declaration Form and Annex C).
• Adherence to quality standards and specifications for the supplied spares.
• Implementation of skills development programs, including training of candidates from local communities and sourcing from nearby regions.
• Provision of detailed reports on local procurement, employment creation, and skills development activities.

Skills Requirements

The skills requirements focus on:

• Training and development of unemployed graduates from South African institutions, including bursaries for students at the university and technical college levels.
• One candidate to be skilled for every R50 million spent cumulatively, with a minimum bursary duration of 24 months.
• Candidates should be sourced locally, with a focus on demographic representation aligned with South African population statistics.
• Implementation of skills development programs throughout the contract duration, with progress monitored monthly.
• Inclusion of skills development targets in the contract, with penalties for non-compliance (e.g., a 1.5% penalty of the contract value for failure to meet SDL&I obligations).
• Submission of a B-BBEE improvement or retention plan within 30 days of contract signing.
