Summary of Objectives, Scope, Technical Requirements and Skills Requirements for Tender: Minor Maintenance Work to Existing Building - Isikhoba Clinic

Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake minor repairs and maintenance to the existing Isikhoba Clinic building. The work aims to address infrastructure gaps, ensure safety, and maintain the functionality of the facility over a 4-month construction period, in compliance with relevant standards and regulations.

Scope

The scope includes, but is not limited to:

• Major repairs and maintenance to the existing clinic structure and facilities.
• Removal and replacement of damaged roofing, ceilings, doors, glazing, gutters, and vinyl flooring.
• Crack repairs, plastering, painting (internal and external), epoxy flooring at stores, electrical fittings repairs, and service of drainage systems.
• Installation of ventilation, weatherboards, shelving, signage, and minor electrical and plumbing works.
• Site clearance, waste removal, and ensuring minimal disruption to clinic operations.
• Adherence to health, safety, and environmental standards throughout the project.

Technical Requirements

The technical requirements encompass:

• Compliance with the JBCC Edition 6.2 of 2024 contract conditions and relevant standards (SANS 10845-3, SABS, OSHA, POPIA).
• Provision of detailed work programmes, resource plans, and risk assessments.
• Use of approved materials, proprietary products, and equivalent or better alternatives with prior approval.
• Implementation of health and safety measures including hazard identification, risk management, PPE, signage, and emergency procedures.
• Proper management of temporary works, scaffolding, and site access to ensure safety.
• Environmental controls, waste management, and biological waste handling.
• Quality assurance through inspections, testing, and compliance documentation.

Skills and Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Registered and certified professionals, including:
• Qualified site manager with relevant building qualification (minimum NQF 6).
• Electrical and plumbing specialists with valid registration and certificates.
• Health & Safety Officer registered with SACPCMP (minimum NQF 5).
• First aid attendants with Level 3 certification.
• Experienced supervisors and skilled tradespersons for carpentry, roofing, painting, and other repair works.
• Proven experience in building repairs, maintenance, and infrastructure projects, supported by references and final completion certificates.
• Capability to develop and implement health and safety plans, risk assessments, and quality control procedures.
• Ability to coordinate multiple trades, manage site logistics, and ensure compliance with health, safety, and environmental regulations.
• Effective communication skills for liaising with clients, stakeholders, and site personnel.
