Objectives

The primary objective of this tender is to appoint a service provider to carry out minor repairs and maintenance at Sifonondile Clinic in Cala, Sakhisizwe sub-district, Chris Hani district. The service aims to ensure the clinic's infrastructure remains functional, safe, and compliant with health and safety standards throughout the contract period.

Scope

The scope encompasses comprehensive minor maintenance works, including but not limited to:

• External and internal repairs to walls, doors, windows, ceilings, and finishes
• Replacement and repair of fixtures, fittings, and hardware
• Electrical and plumbing servicing and repairs
• Roofing and waterproofing works
• Demolition, excavation, and site clearance
• Installation of signage, hoarding, and safety barriers
• Management of asbestos, biological waste, and hazardous materials
• Site establishment, decanting, and ensuring minimal disruption to clinic operations

The works are detailed in the scope of works document, including specific tasks for each area of the clinic (e.g., nurses' home, guard house). The contractor is responsible for executing all works in accordance with approved plans, standards, and safety regulations.

Technical Requirements

The technical requirements include:

• Adherence to the specifications outlined in the Bill of Quantities and scope of works
• Compliance with relevant standards such as SANS, OSHA, and local regulations
• Provision of a site-specific Health & Safety Plan, including risk assessments and method statements
• Implementation of environmental controls, waste management, and pollution prevention measures
• Proper management of hazardous materials, asbestos, and biological waste
• Use of approved and certified materials, equipment, and PPE
• Regular inspections, testing, and certification (e.g., Certificates of Compliance for electrical work)
• Effective site management, including decanting procedures and coordination with clinic operations

Skills and Competency Requirements

The tenderer must demonstrate the following skills and competencies:

• Qualified project manager with relevant building or maintenance qualifications (minimum NQF Level 6)
• Experienced site supervisor with at least 2 years in building/maintenance works
• Registered and competent electrical and plumbing technicians with valid certificates and COCs
• Health & Safety Officer registered with SACPCMP, with at least 2 years’ experience and full registration
• First aid personnel with Level 3 certification
• Risk assessor with relevant training and experience in occupational health and safety
• Skilled tradespeople for carpentry, electrical, plumbing, roofing, and demolition works
• Environmental and waste management personnel familiar with hazardous and biological waste procedures
• Ability to coordinate multiple teams and manage site logistics effectively

The contractor must also provide evidence of previous experience in similar projects, including references, final completion certificates, and resource availability (plant, equipment, personnel).
