Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake minor repairs and maintenance works at MJANYANA Gateway Clinic and associated healthcare facilities within the Chris Hani District. The aim is to ensure the infrastructural integrity, safety, and operational efficiency of the facilities through scheduled maintenance, repairs, and safety compliance.

Scope of Work

The scope encompasses a comprehensive range of minor maintenance activities including:

• External works such as security fencing, signage, and site clearance
• Internal repairs including door and window repairs, painting, ceiling and flooring works, and cabinetry repairs
• Electrical and plumbing repairs, including replacement of damaged fittings and fixtures
• Roof and gutter repairs, asbestos management, and waste disposal
• Installation of signage, safety notices, and temporary hoardings
• Specific works at various clinics including Qoqodala, Plumestead, Qumanco, and St Marks, with detailed activities tailored to each site’s needs

The works also include site-specific safety, environmental, and operational protocols, ensuring minimal disruption to healthcare services.

Technical Requirements

The technical requirements include:

• Adherence to the Occupational Health and Safety Act (Act 85 of 1993) and related regulations
• Development and implementation of site-specific health and safety plans, including risk assessments and emergency procedures
• Proper management of hazardous materials, asbestos, biological waste, and environmental controls
• Use of qualified and registered personnel for electrical, mechanical, and demolition works
• Provision of appropriate PPE, signage, and safety measures for all workers
• Compliance with standards for scaffolding, working at heights, and equipment safety
• Effective site management including decanting, site security, and waste disposal
• Quality assurance through inspections, testing, and documentation

Skills and Competency Requirements

The tenderer must demonstrate:

• Proven experience in minor building repairs, maintenance, and facility management
• Qualified personnel including:
• A project manager with relevant building qualification (minimum NQF Level 6)
• Electrical and plumbing specialists with valid registration and trade certificates
• Health & Safety officers registered with SACPCMP
• Site supervisors with at least 2 years relevant experience
• First aid attendants with Level 3 certification
• Environmental and asbestos management specialists where applicable
• Capability to develop, implement, and monitor health and safety plans
• Ability to manage multiple sites simultaneously with adequate staffing and resources
• Knowledge of environmental management, waste disposal, and biological hazard controls
• Experience in working within healthcare environments with minimal disruption
• Compliance with all statutory and client-specific safety, environmental, and quality standards
