Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake minor repairs and maintenance works at Luhewini Clinic (Engcobo Sub-district) in the Chris Hani District. The aim is to ensure the clinic's infrastructure is maintained to a high standard, supporting safe and efficient healthcare delivery.

Scope

The scope encompasses comprehensive minor works maintenance across multiple facilities, including:

• External works such as fencing, signage, and site security improvements
• Internal works including repairs to doors, windows, ceilings, floors, and finishes
• Electrical and plumbing repairs and upgrades
• Roof repairs, waterproofing, and gutter maintenance
• Installation of fixtures, signage, and safety equipment
• Specialist works such as asbestos management and environmental controls
• Site establishment, decanting, and waste management

The works are to be carried out at multiple clinics within the district, with specific detailed tasks outlined for each location, ensuring minimal disruption to ongoing healthcare services.

Technical Requirements

• Adherence to the latest standards and regulations, including SANS 10845-3, Occupational Health and Safety Act 85 of 1993, and relevant construction regulations
• Provision of a comprehensive health and safety plan, including risk assessments, method statements, and emergency procedures
• Use of qualified and registered personnel, including electricians, plumbers, and safety officers
• Implementation of environmental controls, waste management, and asbestos handling in compliance with legislation
• Proper planning for phasing, decanting, and site access to ensure safety and minimal service disruption
• Provision of adequate PPE, signage, and safety measures for all workers
• Regular inspections, audits, and reporting to ensure compliance and safety standards are maintained
• Effective management of temporary works, scaffolding, and equipment to prevent accidents

Skills and Competency Requirements

• Registered and qualified electricians, plumbers, and other tradespeople with valid certifications
• Health and Safety Officers registered with SACPCMP, with relevant experience and training
• Construction managers and supervisors with NQF Level 6 or higher qualifications and proven experience in healthcare facility maintenance
• First aid attendants with Level 3 certification and valid medical fitness certificates
• Risk assessors capable of conducting site-specific hazard identification and control planning
• Personnel trained in environmental management, asbestos handling, and emergency response
• Effective communication and coordination skills to manage multiple sites and stakeholders
• Experience in working within healthcare environments, adhering to infection control and safety protocols
