Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake minor repairs and maintenance works at various health facilities within the Chris Hani District, including St Marks Clinic and other associated clinics. The aim is to ensure the infrastructural integrity, safety, and operational efficiency of these health facilities through timely and compliant maintenance services.

Scope

The scope encompasses comprehensive minor works maintenance across multiple clinics and health facilities, including:

• External works such as fencing, signage, and security improvements
• Internal repairs including door and window repairs, ceiling and flooring replacements, and painting
• Electrical and plumbing repairs, including replacement of damaged fittings and fixtures
• Roof repairs, waterproofing, and gutter maintenance
• Specialist works such as asbestos management, glazing, and metalwork
• Site establishment, decanting, and safety management during works
• Environmental and health & safety compliance across all activities

The works are to be executed in phases, with strict adherence to safety, quality, and environmental standards, ensuring minimal disruption to hospital operations and patient care.

Technical Requirements

• Adherence to the latest standards and regulations including SANS 10845-3, Occupational Health and Safety Act 85 of 1993, and related regulations
• Development and implementation of site-specific health and safety plans, including risk assessments, method statements, and emergency procedures
• Provision of qualified and competent personnel, including project managers, site supervisors, health & safety officers, and specialized tradespeople
• Use of approved and compliant materials, equipment, and tools, with proper documentation such as Certificates of Compliance (COC)
• Effective management of environmental risks, biological hazards, asbestos, and waste disposal
• Implementation of safety signage, PPE, and training for all workers
• Strict control of site access, decanting procedures, and coordination with hospital operations
• Regular inspections, audits, and reporting to ensure compliance and quality assurance

Skills and Competency Requirements

• Registered and certified professionals including electricians, plumbers, carpenters, and specialized tradespeople
• Project management personnel with relevant experience in health facility maintenance
• Qualified health & safety officers registered with SACPCMP, with experience in construction safety management
• Personnel trained in asbestos handling, hazardous waste management, and environmental safety
• Personnel with valid medical fitness certificates for working at heights, in confined spaces, and handling hazardous materials
• Competent supervisors and workers with proven track record in similar health infrastructure projects
• Ability to develop, implement, and monitor health and safety plans, risk assessments, and emergency procedures
• Effective communication, coordination, and reporting skills to ensure compliance and project success
