Summary of Objectives, Scope, Technical Requirements and Skills Requirements of Tender

Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake minor repairs and maintenance works at Lahlangubo Clinic (Engcobo Sub-District) in the Chris Hani District. The aim is to ensure the ongoing functionality, safety, and infrastructure integrity of the clinic facilities through timely and compliant minor works.

Scope

The scope encompasses a comprehensive range of minor maintenance and repair activities across multiple facilities including Lahlangubo Clinic, Ncedolwethu Clinic, Isikhoba Clinic, Luhewini Clinic, Mjanyana Gateway Clinic, Plumestead Clinic, Qoqodala Clinic, Qumanco Clinic, Qumanco J Tribal Clinic, and St Marks Clinic within the Chris Hani District. The works include external and internal repairs, roofing, electrical, plumbing, joinery, painting, tiling, glazing, and safety upgrades, as well as site management and safety compliance.

• External works such as fencing, security improvements, and site access control.
• Internal repairs including door and window repairs, ceiling and wall finishes, cabinetry, and flooring.
• Specialist works such as electrical, plumbing, glazing, and asbestos management.
• Health and safety management, environmental controls, and site security.
• Coordination of decanting, waste removal, and site establishment to minimize disruption.

Technical Requirements

• Adherence to the Department of Health standards, relevant legislation (Occupational Health and Safety Act, POPIA, etc.), and applicable standards (SANS, COLTO, etc.).
• Provision of qualified and experienced personnel including project managers, site supervisors, electricians, plumbers, and safety officers.
• Implementation of a comprehensive health and safety plan, including risk assessments, safety signage, PPE, and emergency procedures.
• Use of approved materials, equipment, and proprietary products, with substitution only upon prior approval.
• Proper management of temporary works, scaffolding, and site safety measures.
• Effective coordination of site activities, decanting, and minimizing impact on hospital operations.
• Compliance with environmental and waste management protocols, asbestos regulations, and biological waste handling.

Skills and Competency Requirements

• Qualified project managers with relevant building or technical qualifications (minimum NQF Level 6).
• Certified electrical, plumbing, and mechanical technicians with valid registration and licenses.
• Health and safety officers registered with SACPCMP, with relevant experience and training.
• Trained and competent site supervisors and workers, including those with specialized skills in roofing, joinery, glazing, and asbestos removal.
• Personnel must possess valid medical fitness certificates, safety training certificates, and proof of competency in their respective fields.
• Experience in hospital or healthcare facility maintenance, with references and previous project certificates.
• Ability to develop and implement site-specific health and safety plans, emergency response procedures, and environmental controls.

Additional Requirements

• Registration on the National Treasury Central Supplier Database (CSD).
• Proof of CIDB grading (minimum 2GB or higher).
• Compliance with POPIA and other legislative requirements.
• Provision of detailed work programmes, resource schedules, and risk assessments.
• Demonstrated capacity to manage multiple sites with minimal disruption to hospital operations.
