Summary of Objectives, Scope, Technical Requirements, and Skills for Tender

Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake minor repairs and maintenance at Plumstead Clinic (Intsika Yethu Sub-District) in the Chris Hani District. The goal is to ensure the clinic's infrastructural integrity, safety, and functionality through comprehensive minor works, including external and internal repairs, upgrades, and safety improvements.

Scope

The scope encompasses a wide range of repair and maintenance activities across multiple facilities within the district, including:

• External works such as fencing, signage, and drainage improvements.
• Internal repairs including door and window repairs, ceiling and wall finishes, flooring, and painting.
• Electrical and plumbing repairs, including replacement of damaged fittings and fixtures.
• Roof repairs, asbestos management, and safety upgrades.
• Specific works at clinics such as Isikhoba, Lahlangubo Ngcobo, Luhewini, Mjanyana Gateway, Qoqodala, Qumanco, St Marks, and Qumanco J Tribal Clinic.
• Welfare and safety measures, including signage, site security, and COVID-19 related protocols.

Technical Requirements

The technical requirements include:

• Adherence to relevant standards such as SANS, COLTO, and OSHA regulations.
• Provision of qualified and competent personnel, including project managers, supervisors, electricians, and safety officers.
• Implementation of health and safety plans, risk assessments, and environmental controls.
• Proper management of hazardous materials, asbestos, and biological waste.
• Use of approved materials, equipment, and tools, with compliance to safety and quality standards.
• Development and submission of detailed work programmes, safety plans, and quality assurance documentation.
• Effective coordination of site activities, decanting procedures, and phased construction to minimize disruption.
• Compliance with POPIA and other legal requirements for data and personal information management.

Skills and Competency Requirements

The tenderer must demonstrate the following skills and competencies:

• Registered and active CIDB grading of 2GB or higher for relevant works.
• Qualified project manager with relevant building or technical qualifications (minimum NQF Level 6).
• Skilled tradespersons including electricians with valid trade certificates, plumbers, carpenters, and joiners.
• Certified safety officers and health & safety representatives with SACPCMP registration.
• Experienced supervisors with proven track record in building repairs, maintenance, and safety management.
• Capability to develop and implement health, safety, and environmental management plans.
• Ability to coordinate multiple sites, manage logistics, and ensure compliance with all legal and safety standards.
• Proven experience in asbestos management, biological waste handling, and emergency response planning.
• Strong communication, reporting, and documentation skills for safety, quality, and progress reporting.
