Objectives

The primary objective of this tender is to appoint a qualified service provider to carry out mowing and grass cutting of developed and undeveloped public open spaces, parks, road reserves, cemeteries, municipal facilities, and other municipal areas within Stellenbosch (WC024). The contract aims to ensure the maintenance of these areas to specified standards over a period ending 30 June 2029, thereby enhancing the aesthetic appeal, safety, and usability of municipal spaces.

Scope

The scope of work includes:

• Mowing and grass cutting of:
• Developed and undeveloped public open spaces
• Parks and recreational facilities
• Road reserves and verges bordering parks and open spaces
• Cemeteries
• Municipal office blocks and facilities
• Sport facilities
• Municipal facilities and other designated areas in Stellenbosch

The work involves trimming, edging, debris removal, and ensuring areas are maintained to specified standards, including protection of existing infrastructure and vegetation.

Technical Requirements

The technical requirements include:

• Adherence to the specifications outlined in the tender document, including equipment standards, safety, and environmental considerations.
• Provision of qualified personnel with SETA-approved certification for operating brush cutters, tractors, and other machinery.
• Use of personal protective equipment (PPE) such as boots, goggles, ear muffs, gloves, and uniforms.
• Availability of sufficient equipment (e.g., mowers, blowers, tractors) and human resources (minimum of 8 operators per site, supervisors, drivers).
• Proper site preparation, including clearing debris, removing vegetation over 1 meter, and protecting existing infrastructure like irrigation systems and trees.
• Implementation of safety measures, including signage, barriers, and protection around trees and irrigation equipment.
• Compliance with health and safety regulations, including submission of risk assessments and insurance proof.
• Effective communication with the Project Manager and timely reporting of progress and issues.
• Environmental responsibility, including proper disposal of vegetative waste at registered disposal sites on the same day.

Skills and Experience Requirements

The tenderer must demonstrate:

• Minimum of 3 years of relevant experience in mowing, grass cutting, and landscape maintenance projects of similar scope and scale.
• At least 5 completed projects with references from different clients/organisations, showing capability and reliability.
• Proven track record of working with municipal or government entities.
• Qualified personnel with SETA-approved certificates for brush cutter and tractor operation, with a minimum of 6 months experience in their respective roles.
• Availability of adequate equipment, including grass cutters, blowers, tractors, and safety gear.
• Ability to mobilize resources promptly, with a commitment to respond within 48 hours of order placement.
• Knowledge of health and safety regulations, environmental standards, and local bylaws related to waste disposal and public safety.
• Capacity to manage multiple sites simultaneously, with effective communication and reporting systems.
