Objectives

The primary objective of this tender is to procure security services for Mpofana Municipality over a period of 36 months. The services include providing security personnel, equipment, and related resources to secure various municipal sites, prevent theft, damage, unlawful interference, and offences on municipal premises, and ensure the safety and security of municipal assets and personnel.

Scope

The scope encompasses the provision of comprehensive security services across multiple municipal sites listed in the Schedule of Sites. This includes deployment of security officers (armed and unarmed), supervision, site inspections, reporting, and ensuring compliance with legislation and standards. The services cover day and night shifts, short-term security needs, and special operations such as lockdowns and cash collection. The sites include administrative buildings, halls, libraries, landfill sites, community halls, and other municipal facilities within Mpofana Municipality.

Technical Requirements

• Provision of trained security officers (minimum grade C), including armed personnel with valid firearm permits.
• Deployment of security personnel according to specified shift patterns, with minimum visits per shift for supervision.
• Use of branded uniforms, communication equipment (radios, telephones), and security infrastructure (guard huts, call/control rooms).
• Implementation of security procedures such as access control, vehicle searches, recording deliveries, and incident management.
• Compliance with legislation including the Occupational Health & Safety Act, COID Act, Labour Relations Act, VAT Act, and other relevant laws.
• Provision of insurance coverage for legal liabilities, property damage, and injury claims.
• Adherence to standards for dog handling, firearm competency, and security officer registration with PSIRA.
• Regular site inspections, reporting, and maintaining occurrence books and incident reports.
• Participation in briefing sessions, site visits, and adherence to evaluation criteria including functionality, price, and specific goals.

Skills Requirements

• Qualified security officers with valid PSIRA registration and firearm competency certificates.
• Supervisory staff with experience in security management, capable of conducting site inspections and reporting.
• Personnel trained in occupational health and safety, emergency procedures, and customer service.
• Technical staff capable of operating communication systems, call control rooms, and maintaining security infrastructure.
• Personnel knowledgeable of relevant legislation and standards governing security services and employment conditions.
• Ability to prepare reports, incident documentation, and participate in meetings with municipal representatives.
