Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to convert two student hostels at Mthashana TVET College to ensure full compliance with NSFAS accommodation standards. The provider will refurbish, furnish, and manage the hostels under a lease agreement, providing safe, secure, and conducive accommodation for students while establishing a sustainable partnership with the college.

Scope

The scope of work includes:

• Conducting a full condition assessment of the existing hostels.
• Refurbishment and upgrades, including electrical, plumbing, structural repairs, and compliance with health, safety, and fire standards.
• Accessibility improvements where necessary.
• Furnishing the hostels with beds, mattresses, desks, chairs, wardrobes, kitchen appliances, and study/common area furniture in line with NSFAS requirements.
• Ensuring all facilities meet NSFAS accreditation and relevant building and safety regulations.
• Providing property and facilities management services such as accommodation allocation, maintenance, cleaning, security, and utilities management.
• Proposing a lease duration that allows cost recovery, operational sustainability, and investment justification.

Technical Requirements

The technical requirements for the project include:

• Full condition assessment of the hostels.
• Refurbishment of electrical, plumbing, and structural systems.
• Implementation of health, safety, and fire safety standards.
• Accessibility enhancements where needed.
• Furnishing with specified furniture and appliances to meet NSFAS standards.
• Compliance with all relevant building, safety, and municipal regulations.
• Provision of comprehensive property and facilities management services.
• Development of operational and lease management plans.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in property refurbishment and construction projects, particularly in student accommodation.
• Experience in property and accommodation management, including operational planning and facilities management.
• Financial capacity to undertake refurbishment, furnishing, and ongoing management.
• Ability to develop and implement refurbishment, furnishing, and operational plans.
• Capacity to propose a sustainable lease agreement aligned with project investment and operational costs.
• Compliance with statutory requirements, including CIDB grading appropriate for refurbishment/construction works.
• Demonstrated track record in delivering similar projects with references and evidence.
