Objectives

The primary objective of this tender is to establish a Multi Discipline Panel of Consultants for a period of three years (2025/2026, 2026/2027, and 2027/2028) to support Winnie Madikizela-Mandela Local Municipality in planning, designing, supervising, and monitoring infrastructure projects. The panel will assist in preparing designs, construction supervision, environmental impact assessments (EIA), and contract management to facilitate infrastructure development aligned with municipal needs and sustainable development goals.

Scope

The scope encompasses:

• Provision of professional services in civil engineering, architecture, and environmental management.
• Assistance in project planning, feasibility studies, preliminary and detailed designs, and technical reports.
• Preparation of tender documents, contract administration, and supervision using NEC3: Professional Services Contract.
• Implementation of projects following labour-intensive construction methods.
• Environmental Impact Assessment (EIA) and Environmental Impact Management (EIM) in compliance with NEMA Act No. 107 of 1998.
• Community participation and stakeholder engagement throughout project phases.
• Deliverables include feasibility studies, design reports, tender documentation, contract supervision, and close-out reports.

Technical Requirements

The technical requirements include:

• Qualification and registration of key personnel with relevant professional bodies (ECSA, SACPCMP, SACNASP, PMI).
• Experience in managing similar infrastructure projects, preferably involving civil, architectural, and environmental disciplines.
• Demonstrated capability to deliver projects within specified timeframes and budgets.
• Provision of detailed project plans, milestones, and resource schedules.
• Implementation of labour-intensive construction methods, with design and supervision aligned accordingly.
• Compliance with NEC3: Professional Services Contract stages, including inception, design, documentation, construction supervision, and close-out.
• Environmental assessment and management, including obtaining necessary permits and conducting site audits.
• Provision of routine progress reports, technical documentation, and stakeholder engagement reports.

Skills Requirements

The tenderers must possess:

• Professional registration and accreditation in relevant disciplines (civil engineering, architecture, environmental sciences).
• Proven experience in infrastructure project management, design, and supervision.
• Strong project management skills, including planning, resource allocation, and reporting.
• Ability to conduct comprehensive environmental assessments and manage EIAs.
• Competence in using NEC3 contract management procedures and relevant design software.
• Effective community engagement and stakeholder communication skills.
• Capacity to deliver within the specified 3-year period, with a focus on labour-intensive construction methods.
