Overall Objectives

The overarching goal of this tender is to ensure comprehensive compliance with health, safety, environmental, and quality standards throughout the project lifecycle. It aims to promote a safe working environment, prevent incidents, manage risks proactively, and uphold Eskom’s SHEQ policies. Achieving Zero Harm, maintaining legal and regulatory compliance, and fostering continuous improvement are central to these objectives.

Scope of Work

The scope encompasses all activities related to the construction, installation, and commissioning of the security upgrade at Pembroke Substation. It includes developing and approving health and safety plans, appointing competent personnel, conducting risk assessments, implementing safety and quality management systems, and managing site activities such as surveying, earthworks, excavation, fencing, and equipment handling. The scope extends to managing contractors, subcontractors, and suppliers, ensuring their adherence to Eskom’s safety, health, environmental, and quality standards across all project phases.

Technical Requirements

The technical specifications mandate adherence to relevant legislation, standards, and Eskom policies. Key requirements include:

• Development and approval of comprehensive H&S and quality management plans aligned with legal and Eskom standards.
• Implementation of hazard identification, risk assessments, and control measures, including site-specific safety and traffic management plans.
• Appointment of qualified and certified personnel such as safety officers, supervisors, engineers, and specialized tradespeople (e.g., welders, NDT technicians), with relevant certifications (e.g., SACPCMP, SAQA, SETA).
• Regular safety inspections, audits, and monitoring, along with incident reporting, investigation, and corrective actions.
• Use of appropriate PPE, signage, barricading, and safety equipment, with continuous hygiene surveillance and occupational health measures.
• Management of high-risk activities including working at heights, excavation, electrical work, and operation of mobile plant, in compliance with regulations like CR 23(1)(d) and Construction Regulations 13.
• Rigorous quality assurance through documented Quality Control Plans (QCP), Inspection & Test Plans (ITP), and certification processes for materials, welders, and special processes.
• Proper preservation, transportation, and storage of materials and equipment to maintain integrity and safety.

Skills and Competency Requirements

Personnel involved in the project must demonstrate the following competencies:

• Qualified and registered safety officers (e.g., SACPCMP registered) and competent persons for specific activities such as lifting, electrical work, and working at heights.
• Trained in hazard identification, risk assessment, emergency response, and safe work procedures, with ongoing competency development.
• Experience in executing construction activities in accordance with safety, health, environmental, and quality standards.
• Capability to develop, implement, and maintain comprehensive Quality Management Systems aligned with ISO 9001 standards, including managing Contract Quality Plans (CQP) and ITPs.
• Qualified personnel for specialized processes such as welding, NDT, coating, and heat treatment, supported by appropriate certifications and training.
• Ability to conduct internal and supplier audits, surveillance, and assessments to ensure ongoing compliance and high-quality performance.
• Effective communication skills for accurate reporting, documentation, and coordination with Eskom and project stakeholders.
• Knowledge of occupational hygiene practices, medical surveillance, and environmental controls, supported by continuous surveys and compliance enforcement.
