Objectives

The primary objective of this tender is to commission an independent expert reviewer to assess the reasonableness of the 2025/2026 fiscal year Stage 2 Decommissioning & Dismantling (D&D) liability estimates for nuclear facilities. This involves reviewing the quantification and costing of nuclear liabilities to enhance stakeholder confidence and ensure compliance with relevant policies and standards.

Scope

The scope includes:

• Performing a formal re-assessment of Necsa’s nuclear liabilities arising from historic and future disused nuclear facilities, specifically for 15 facilities involved in Stage 2 assessment.
• Reviewing the methods used for the liability quantification and costing.
• Compiling a report providing an independent expert opinion on the reasonableness of the liability estimates for the 2025/2026 FY.
• Developing a project plan to manage and achieve contractual milestones.

Technical Requirements

The review must include:

• Assessment of the methods used for liability estimation.
• Evaluation of the accuracy and appropriateness of the costing approaches.
• Analysis of the technical soundness of the reassessment process.
• Provision of a comprehensive report with an independent expert opinion on the estimates' reasonableness.

Additionally, the service provider must demonstrate the ability to support an acceptable technical solution, supported by relevant experience and expertise in nuclear decommissioning, decontamination, waste management, and nuclear liability assessment.

Skills and Skills Requirements

The bidder must possess:

• At least 10 years of experience in decommissioning, decontamination, and waste management of nuclear facilities.
• Knowledge and understanding of nuclear liability assessment work.
• Capability to provide qualified personnel with relevant CVs demonstrating expertise in nuclear decommissioning and liability assessments.

Preference will be given to bidders with proven track records in similar projects and relevant technical know-how.
