Objectives

The primary objective of this tender is to appoint a qualified Occupational Hygiene Service Provider to implement and manage a comprehensive Occupational Hygiene Programme in compliance with the Mine Health and Safety Act. The goal is to ensure a safe and healthy working environment through systematic monitoring, risk assessment, reporting, and advisory services.

Scope

The scope of work includes:

• Implementation and management of occupational hygiene monitoring programs, including airborne pollutant sampling, noise monitoring, and DPM sampling.
• Sampling for asbestos and welding fumes, thermal stress measurements, ergonomic assessments, illumination surveys, and whole-body vibration assessments.
• Development, implementation, and maintenance of relevant management programs and Codes of Practice (COPs).
• Regulatory compliance and reporting, including record-keeping, quarterly statutory reports, and COP updates.
• Conducting ongoing risk assessments to identify significant health stressors such as airborne pollutants, gases/vapours, noise levels, and thermal stress.
• Providing specialist input into fire and explosion risk assessments, prevention measures, and control evaluations.
• Advisory support on potable water quality, respiratory protective equipment procurement, contaminated workwear management, and emergency planning.
• Workplace assessments including illumination surveys and incident investigations related to occupational health.
• Preparation of formal reports on hazards, control measures, and corrective actions.
• Deliverables include monthly and quarterly reports, statutory submissions, risk assessments, investigation reports, updated COPs, and management presentations.

Technical Requirements

The service provider must:

• Implement a comprehensive occupational hygiene monitoring system.
• Maintain records linked to employee medical surveillance and submit quarterly statutory reports.
• Conduct risk assessments for specific health stressors exceeding predefined thresholds.
• Provide specialist input into fire and explosion risk assessments and control measures.
• Offer advisory services on compliance, procurement, and emergency preparedness.
• Perform workplace assessments and incident investigations with timely technical input.
• Deliver detailed reports and management presentations.
• Provide qualified personnel, including a Section 12.1 appointed Occupational Hygienist and a qualified Occupational Hygiene Assistant.

Skills Requirements

The bidder must demonstrate:

• Experience in occupational hygiene monitoring and risk assessment.
• Capability to conduct various sampling and assessment activities (airborne pollutants, noise, DPM, asbestos, welding fumes, thermal stress, ergonomic, illumination, vibration).
• Proven ability to develop and maintain management programs and Codes of Practice.
• Compliance with relevant legislation and safety standards.
• Qualified personnel with appropriate professional registration (Occupational Hygienist and Hygiene Assistant).
• Strong reporting, advisory, and incident investigation skills.
• Capacity to deliver comprehensive and timely technical reports and recommendations.
