Objectives

The primary objective of this tender is to appoint a competent and experienced service provider to develop a comprehensive Integrated Waste Management Plan (IWMP) for the Joe Gqabi District Municipality. The plan must align with national guidelines, incorporate all municipal waste streams, and be integrated into the municipality’s development frameworks to improve waste management services across the district.

Scope

The scope encompasses the development of a detailed IWMP covering all local municipalities within the district, namely Senqu, Walter Sisulu, and Elundini. The work involves:

• Assessment of current waste management practices and waste streams (general, hazardous, healthcare risk waste, wastewater, sewage, sludge).
• Collection and analysis of demographic data, waste generation rates, recyclable materials, and socio-economic patterns.
• Development of an implementation framework that aligns with the municipality’s IDP, including stakeholder engagement, legal compliance, and partnership strategies.
• Formulation of clear objectives, policies, and strategic actions for waste management improvement.
• Provision of monitoring, evaluation, and review mechanisms to ensure continuous improvement.

Technical Requirements

The technical requirements include:

• Conducting a comprehensive situational analysis of waste streams and demographic data.
• Developing an implementation plan with clear activities, milestones, responsible parties, resources, and budgets.
• Aligning the IWMP with existing municipal plans and legal frameworks, including reviewing waste by-laws and ensuring compliance.
• Engaging stakeholders and the public through consultations and participation programs.
• Establishing key performance indicators (KPIs), reporting mechanisms, and review plans for the IWMP.
• Delivering editable versions of all documents for municipal use.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in developing municipal IWMPs, with at least four completed projects.
• Capacity assessment capabilities and ability to analyze waste management systems.
• Qualified project manager with a minimum NQF Level 7 qualification in Environmental Management or equivalent, and at least 3 years of relevant experience.
• Strong stakeholder engagement and public participation skills.
• Legal and regulatory knowledge related to waste management legislation and by-law review.
• Ability to produce comprehensive reports, strategic frameworks, and implementation plans.
• Experience in working within municipal or governmental environments, with good understanding of local government processes and IDP integration.
