Objectives

The primary objective of this tender is to secure the provision of comprehensive operation and maintenance services for the bulk wastewater infrastructure within Ngaka Modiri Molema District Municipality, specifically for the Ditsobotla Local Municipality. The contract aims to ensure operational compliance, optimal performance, and adherence to regulatory standards across four Wastewater Treatment Works (WWTWs) and associated infrastructure, including sewage pump stations and sanitary networks. The service provider is expected to guarantee efficient, effective, and sustainable management of the wastewater systems, including meeting Green Drop certification criteria and ensuring effluent quality standards are maintained.

Scope

The scope encompasses:

• Operation and maintenance of four WWTWs in Ditsobotla (Lichtenburg, Coligny, Itsoseng, Itekeng), with capacities ranging from 0.5 Ml/d to 24.4 Ml/d, utilizing various treatment processes such as activated sludge, BNR, and oxidation ponds.
• Maintenance and operation of associated raw sewage pump stations, sanitary networks, and conveyance systems, including civil, mechanical, electrical, and instrumentation components.
• Development and implementation of preventive and corrective maintenance plans, safety management, and operational procedures.
• Water quality monitoring, reporting, and compliance with Water Use Licenses and Green Drop standards.
• Management of sludge waste, including classification, storage, transportation, and disposal in accordance with relevant regulations.
• Application and management of Water Use Licenses and other environmental authorizations.
• Staffing, training, and capacity building of municipal personnel, including process controllers and technical staff.
• Development and maintenance of operational manuals, safety procedures, and environmental management plans.

Technical Requirements

The technical requirements include:

• Provision of skilled and qualified personnel, including registered engineers (Pr.Eng, Pr.Tech), process controllers, electricians, instrumentation technicians, civil engineers, and accredited plumbers.
• Implementation of maintenance strategies aligned with OEM specifications and regulatory standards.
• Daily operational monitoring, water quality testing, and reporting in line with Water Use Licenses and Green Drop criteria.
• Development of preventive and corrective maintenance plans, safety management systems, and environmental compliance documentation.
• Use of approved laboratory instruments and flow measurement devices, including calibration and certification.
• Management of sludge and waste in accordance with national waste classification and management regulations.
• Implementation of safety, health, environmental, and quality (SHEQ) standards, including risk assessments and safety training.
• Regular reporting on plant performance, maintenance activities, water quality, and environmental compliance.
• Provision of training programs for municipal staff and process controllers to ensure operational sustainability.

Skills Requirements

The tender mandates the following skills and qualifications:

• Registered Professional Engineers (Pr.Eng, Pr.Tech) in relevant disciplines (Water, Mechanical, Civil, Electrical).
• Experienced process controllers with registration as Pr. Sci.Nat, Pr. PC, or equivalent, with a minimum of 3 years’ experience in wastewater treatment operations.
• Qualified mechanical, electrical, and instrumentation engineers with at least 3-5 years’ experience in wastewater infrastructure maintenance and operation.
• Accredited plumbers registered with the Plumbing Industry Regulation Board (PIRB) with a minimum of 3 years’ experience.
• Personnel trained and certified in safety, health, and environmental management systems (ISO 14001:2015 compliance).
• Staff capable of developing operational manuals, safety procedures, and environmental management plans.
• Capacity to conduct water quality testing, calibration, and instrumentation verification.
• Ability to develop and implement maintenance schedules, safety protocols, and environmental compliance documentation.
• Skills in staff training, capacity building, and knowledge transfer to municipal personnel.
