Objectives

The primary objective of this tender is to appoint a skilled and experienced service provider to oversee the operation and maintenance of bulk wastewater infrastructure within Ngaka Modiri Molema District Municipality, specifically for the Mahikeng Local Municipality. The contract aims to ensure operational compliance, optimal performance, and adherence to regulatory standards, including Green Drop Certification, across two Wastewater Treatment Works (WWTWs) and associated infrastructure.

Scope

The scope encompasses:

• Operation and maintenance of two WWTWs (Mahikeng and Mmabatho) with capacities of 25 ML/d and 24.5 ML/d respectively.
• Management of associated sanitary networks, pump stations, and conveyance systems.
• Implementation of preventive and corrective maintenance, including repairs, upgrades, and refurbishments.
• Water quality monitoring, process control supervision, and compliance reporting.
• Development and updating of operation and maintenance manuals.
• Sludge waste management, including classification, storage, and disposal.
• Application and management of Water Use Licences and Green Drop Certification processes.
• Provision of trained personnel, including Process Controllers, SHEQ officers, and technical specialists.
• Environmental management, safety, health, and quality assurance across all activities.

Technical Requirements

The technical scope includes:

• Operation of activated sludge BNR systems, ensuring effluent quality meets license and standards.
• Implementation of preventive and corrective maintenance plans, including calibration, instrumentation, and equipment repairs.
• Daily water quality testing and reporting, with samples analyzed by SANAS-accredited laboratories.
• Development of operational procedures, SOPs, and risk assessments.
• Management of sludge classification, storage, and disposal in compliance with Waste Act regulations.
• Installation, calibration, and certification of flow meters and instrumentation.
• Maintenance and upgrade of civil, mechanical, electrical, and control systems.
• Management of sanitary networks, including pump stations, pipelines, and civil structures.
• Implementation of safety, health, and environmental management systems, including ISO 14001:2015 compliance.
• Regular reporting, process optimization, and staff training.

Skills Requirements

The tender mandates the following skills and qualifications:

• Registration with the Construction Industry Development Board (CIDB) with a grading of 8ME or higher.
• Qualified and experienced personnel including:
• Professional Process Engineer (ECSA registered Pr. Eng/Pr. Tech) with minimum 5 years’ experience.
• Mechanical Engineer (BSc/BTech) with experience in wastewater plant maintenance.
• Senior Process Controller (Pr. Sci. Nat, Pr. PC, or Pr. Eng/Tech) with wastewater treatment expertise.
• Electrical/Control & Instrumentation Engineer (Pr. Eng/Tech).
• Civil and Structural Engineer (BSc/BTech Civil).
• Accredited Plumber registered with PIRB.
• Competence in water quality analysis, process control, and environmental management.
• Ability to develop and implement maintenance plans, safety procedures, and operational manuals.
• Proven experience in sludge management, infrastructure upgrades, and compliance reporting.
• Strong project management, reporting, and staff training capabilities.
• Knowledge of relevant legislation, including Water Act, Waste Act, and ISO standards.
