Objectives

The primary objective of this tender is to outsource a service provider capable of delivering comprehensive Oryx Simulator Training for the South African Air Force. The service includes the provision, installation, and maintenance of a realistic full-motion helicopter simulator that closely replicates the SAAF Oryx (AS332) helicopter, ensuring effective pilot training over a period of three years. The provider must also ensure the simulator's operational readiness, adherence to safety and performance standards, and compliance with legal and contractual requirements.

Scope

The scope encompasses:

• Provision of a full-motion helicopter simulator similar to the Airbus Oryx (AS332), including all necessary hardware, software, and peripherals.
• Installation and commissioning of the simulator at a designated location (e.g., Bloemfontein, Pretoria/Johannesburg, or Durban).
• Provision of training scenarios covering general flying, instrument flying, night flying, NVG training, emergency procedures, and underslung load operations.
• Ensuring the simulator's capability to replicate various environmental conditions, including weather permutations, external factors, and day/night cycles.
• Maintenance, technical support, and performance monitoring for the duration of the contract.
• Compliance with specified technical, safety, and operational standards as detailed in the attached specifications.

Technical Requirements

The technical specifications include:

• Simulator Type: Similar in class and functionality to the SAAF Oryx helicopter (AS332), with full motion capabilities and realistic visual and audio systems.
• Realism & Environment: High-fidelity visual systems with at least 180° lateral and 90° vertical views, capable of simulating diverse weather conditions and external factors.
• Motion Platform: Full motion platform with at least 4 axes, hydraulic or electric, providing realistic force feedback.
• Cockpit & Controls: Lifelike tactile controls, switches, and instrumentation matching the actual helicopter layout.
• Audio & Communication: Intercommunications system with VOX, emergency tones, and system integration with aircraft systems.
• Training Capabilities: Simulation of general, instrument, night, NVG, emergency, and underslung load operations, with environmental permutations including weather and external factors.
• Location & Accessibility: Simulator to be located in specified cities with scoring based on location suitability.
• Operational & Maintenance: Ensuring 98% uptime, participant proficiency, technical support response within specified times, and compliance with KPIs.

Skills Requirements

The service provider must demonstrate:

• Experience: Proven track record in delivering helicopter simulator training, specifically with the Airbus AS332 or similar models, supported by awards or contracts.
• Technical Expertise: Qualified personnel including pilots, technical instructors, avionics and instrumentation specialists, with certified qualifications and relevant industry experience.
• Operational Capability: Ability to install, commission, and maintain high-fidelity simulators, including scenario development, environmental permutations, and system troubleshooting.
• Compliance & Certification: Valid CIPC registration, SARS tax clearance, B-BBEE verification, and security vetting clearance for personnel.
• Logistical & Support Skills: Ability to provide ongoing technical support, training, and maintenance within the contractual KPIs and safety standards.
