Objectives

The primary objective of this tender is to select qualified, reliable, and experienced service providers to undertake the painting of the Administration & Medical Building and Operations Test Execution Building at the Overberg Test Range Campus. The successful bidder will carry out surface preparation, minor repairs, and painting to ensure durable, weather-resistant, and visually appealing finishes on specified structures.

Scope

The scope of work includes:

• Surface preparation, including pressure washing and cleaning of all exterior surfaces.
• Minor repairs such as crack sealing, opening and sealing of cracks, and minor plaster work.
• Painting of external walls, parapets, roofs, fascias, gutters, windows, and doors with specified or approved equivalent materials.
• Replacement or repair of broken roof tiles and application of roof waterproofing.
• Repair or replacement of fascia boards, soffits, gutters, and other steel or wooden components.
• Application of waterproofing and protective coatings as specified.
• Floor epoxy waterproofing in designated areas within the buildings.
• Provision of all necessary equipment, tools, safety gear, and PPE by the contractor.

Technical Requirements

The technical requirements include:

• Use of specified or equivalent high-quality materials such as Dulux Rainshield, Plascon Aquaris ta, Plascon Nuroof Cool Acrylic Roof Paint, Velvaglo Enamel, and Creosote, among others.
• Adherence to detailed area specifications for each building component, including roof, walls, fascias, windows, doors, and metalwork.
• Proper surface preparation, including pressure washing, crack sealing, and minor repairs.
• Application of paints in specified layers (e.g., two coats) with appropriate drying times.
• Compliance with safety standards and site health and safety regulations.
• Completion of work to a high standard, with quality assurance and inspection by the project manager.
• Provision of equipment, tools, and PPE by the contractor.
• Completion within the stipulated timeframe, with adherence to the project schedule.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Proven experience in exterior building painting, waterproofing, and surface repairs.
• Capability to undertake surface preparation, minor repairs, and detailed painting works on large-scale institutional buildings.
• Knowledge of and compliance with safety and environmental standards.
• Ability to supply and work with specified or equivalent high-quality materials.
• Capacity to mobilize resources, including skilled painters, equipment, and safety gear, to meet project deadlines.
• Experience in working on government or military facilities, with references to similar projects completed successfully.
• Financial stability and capacity to undertake the scope of work as detailed in the tender documents.
• Ability to provide supporting documentation such as company registration, B-BBEE certificates, financial statements, and relevant project references.
