Objectives

The primary objective of this tender is to establish a panel of competent service providers capable of supplying, delivering, and offloading tractors and agricultural implements/equipment within Kwa-Zulu Natal province for a period of 36 months. The aim is to support resource-poor and emerging farmers, promote agricultural commercialization, increase employment opportunities, and enhance food security through the provision of suitable equipment.

Scope

The scope encompasses:

• Supply, delivery, and offloading of tractors and farm agricultural implements/equipment as specified in the tender documents.
• Distribution of equipment to beneficiaries and nominated farm personnel across the province.
• Provision of equipment for agroprocessing activities, with the understanding that the list of equipment is not exhaustive and may include various types of tractors and implements required for agricultural activities.

The scope aims to facilitate agroprocessing and support smallholder farmers, with the possibility of additional equipment requirements as determined during the contract period.

Technical Requirements

The technical requirements include:

• Provision of new, unused equipment that incorporates recent design and material improvements.
• Equipment must be fit for purpose, operational, and compliant with relevant standards.
• Suppliers must demonstrate relevant experience, capacity, and capability to execute the contract effectively.
• Submission of proof of financial capacity, including traceable referral letters or certificates for completed projects within the last five years.
• Adherence to the evaluation criteria, including functionality (minimum score of 70%), price (80 points), and specific goals (20 points).
• Compliance with bid submission procedures, including sealed envelopes, proper endorsement, and submission before the deadline.
• Provision of necessary documentation such as tax clearance certificates, Central Supplier Database registration, and declaration forms.
• Implementation of quality assurance, inspection, and testing processes to ensure equipment meets contractual and technical specifications.
• Provision of warranties (minimum 12 months) and after-sales support, including spare parts and maintenance services.
• Adherence to procurement policies, including preference points for designated groups (e.g., women, youth, disabled) and compliance with relevant legislation.
