Objectives

The primary objective of this tender is to establish a Panel of Multi-disciplinary Professional Service Providers (PSPs) to deliver professional construction project management services (Stages 1-6) for the implementation of water, sanitation, and fencing infrastructure in public schools within the Limpopo Province. The panel aims to facilitate an accelerated, fair, transparent, and cost-effective sourcing of professional services on an as-and-when-required basis over a period of 36 months.

Scope

The scope includes, but is not limited to:

• Provision of engineering designs, occupational health and safety services, environmental assessments, and other specialized services tailored to each project’s needs.
• Evaluation of alternative solutions, adherence to standards, cost-benefit analyses, value engineering, and implementation ensuring compliance with project specifications, timelines, and budgets.
• Management of typical construction management stages, including water, sanitation, and fencing works, which may involve related construction activities beyond the specified scopes.
• Specific construction scope examples include electrical pumps for water supply, sanitation facilities, and fencing works, with scope potentially expanding to other construction activities as required.

Technical Requirements

The technical requirements encompass:

• Compliance with the scope of work, specifications, and standards set by the employer.
• Demonstration of relevant experience, professional registration, and competence of key personnel.
• Scoring a minimum of 70 points in the functionality test based on criteria such as project experience, personnel qualifications, performance evaluations, and operational capacity.
• Provision of detailed CVs, proof of registration, appointment letters, and evidence of previous project performance.
• Adherence to procurement and contractual procedures, including submission of participation forms and compliance with bid conditions.

Skills Requirements

The skills and competencies required include:

• Professional registration with relevant bodies such as ECSA, SACAP, SACQSP, and SACPCMP.
• Experience in project management, engineering design, environmental assessments, occupational health and safety, and specialized construction services.
• Ability to evaluate technical solutions, conduct cost-benefit analyses, and implement value engineering.
• Effective communication, reporting, and coordination skills for project meetings, progress reporting, and compliance monitoring.
• Capacity to manage multiple projects, meet deadlines, and deliver quality outputs within the specified scope and budget.
• Demonstrated previous performance through signed evaluation sheets and project references.
